How Do You Determine Whether Values in a Table are Proportional?

Here's a real-world problem to figure out. Are the gardens all similarly proportional in the number of vegetable plants to the number of flowers? The instructor sets up a table of the values of each garden. She then writes each set as a fraction. They all have different denominators so it's hard to compare.
