World War I Document Archive: On the Nature of War, by Helmut Moltke (The Elder)

The text of a letter from Count Helmuth von Moltke, Chief of the General Staff of the German army, in 1880, to Johann Kaspar Bluntschli, an international law expert. Moltke wrote the letter in response to examining a handbook on war written by the Institute for International War. His letter considers the balance between the ideals of international law and the "feet on the ground" reality of wartime.
