An in-depth discussion of need for Response to Intervention systems to be set up within elementary schools, as well as a guide to doing so. The paper makes five recommendations for setting up an RtI system and gives practical directions for creating and using an RtI plan. This document only deals with setting up RtI systems for reading intervention, but notes that many schools are using similar RtI systems for math intervention as well.
