High schoolers fill in the blank and matching worksheets relay-style. They are told that first team to complete the relay recieves five points on their exam. Students are explained that there are five phases of the game, and they are not allowed to move on to the next phase until that phase is finished. Phase one is a fill in the blank worksheet about the six goals of a Progressive movement. The second is matching up the legislation with their definitions.
