Historically, Saudi kings made decisions by consulting with the senior princes of the royal family and members of the religious establishment. The kings have utilized a traditional meeting forum, locally referred to as a majlis, to confer with local administrative, tribal, and religious stakeholders. In reality, however, kings themselves wielded the main power and authority. Authority is held by individuals from the royal family—the king and a few select princes whom he appoints to key roles. While the ruling king wields absolute power, the distribution of decision-making, authority, and resources is nuanced and often subject to change with any new king who installs his own loyalists.
