The course was inspired by her collaboration with Sylvia Simms, a North Philadelphia parent and education advocate she met while working in city government. Shorr and Simms now teach the course together, centering the voices and expertise of parents and community members—especially those from low-income neighborhoods—who are often overlooked in education policy. The class emphasizes experiential learning, with students partnering directly with local organizations, including Simms’ group, Parent Power, which empowers parents to understand and assert their rights in schools. Shorr also published a book based on interviews with Simms, titled A Parent’s Power, which is now used in classrooms to highlight the lived experiences of families navigating under-resourced school systems. Shorr believes true educational change requires recognizing parents and community members as essential experts in shaping schools that serve all children well.\n
