Various of security forces outside the Bataclan during the attacks    AUDIO: siren\u003cbr/\u003e              STORYLINE:\u003cbr/\u003e              Survivors and families of victims of the 2015 attack on Paris' Bataclan concert hall have filed a legal complaint to find out why soldiers stationed nearby were ordered not to intervene when Islamic State gunmen stormed the venue.\u003cbr/\u003e              Lawyer Samia Maktouf told The Associated Press that the complaint filed on Friday is not aimed at punishing the soldiers, but exposing who was responsible in the French government.\u003cbr/\u003e              Maktouf, representing the victims, said there were eight soldiers standing nearby but were ordered not to use their weapons or even help administer first aid to victims.\u003cbr/\u003e              The soldiers were part of Operation Sentinelle, a unit created for internal security. The defense and interior ministries did not respond to requests for comment on Friday.\u003cbr/\u003e              The attack on the Bataclan, nearby cafes and the national stadium killed 130 people
