But rights groups in the West Bank are calling for further...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eLEADIN: \u003cbr/\u003e              A controversial Palestinian law that allowed rapists to escape punishment if they married their victims was repealed in March of this year.\u003cbr/\u003e              But rights groups in the West Bank are calling for further reform ahead of a United Nations review.\u003cbr/\u003e              STORYLINE:\u003cbr/\u003e              Palestinian women have long been discriminated against in courts of law.\u003cbr/\u003e              But in March of this year, a particularly controversial law was repealed.\u003cbr/\u003e              It allowed for rapists to avoid punishment by marrying their victims.\u003cbr/\u003e              Women often found themselves under pressure to accept because it is difficult to register children without a marriage certificate and abortion is illegal. \u003cbr/\u003e              Long before the law was repealed, activists established this safe house for women in the northern city of Nablus.\u003cbr/\u003e              It provides shelter, education and counselling for young women who escape abusive homes.  \u003cbr/\u003e              \"In 2005 a group of women who were on the board of this organisation saw that some women were in need of a shelter just like there is a place for the elderly, a place for children, a place for the orphans, so there was a pressing need for a safe place (for women),\" explains Ekhlas Sudan, who runs the safe house.\u003cbr/\u003e              At the moment the shelter houses 18 women, some of whom have been forced into marriage.\u003cbr/\u003e              It also provides an education for those who have been unable to finish their schooling.\u003cbr/\u003e              Sudan has been running the safe home since 2011. \u003cbr/\u003e              She says society did not accept the idea of a woman spending the night outside her home but with time and advocacy, things have changed. \u003cbr/\u003e              \"A woman (without shelter) who stays in the street will be in trouble,\" says Sudan.\u003cbr/\u003e              \"She may be exposed to sexual assault, she may be exposed to drugs, to prostitution and other things she does not need. So the idea came from here by women who thought of founding a safe place and they consulted with the Ministry for Social Affairs and it was authorised and it was the first of its kind in Palestine and I believe the first safe house in the Arab world was in Nablus.\"\u003cbr/\u003e              Calling themselves the \"Family Defence Society\", they provide food, shelter and clothing to residents.\u003cbr/\u003e              Samah Jughlob is a lawyer who provides legal help to women taking shelter in the safe house. \u003cbr/\u003e              She says the \"marry your rapist\" law was very dangerous for women.\u003cbr/\u003e              \"To enable the rapist to get away from punishment by simply marrying (his victim) of course this did not mend the situation but made it worst because by this we hand the victim on a plate of gold to the rapist and we tell him 'here the victim is now yours'.\"\u003cbr/\u003e              A recent report published by the \"Family Defence Society\" says that between 2011 and 2017 legal proceedings against 60 men accused of rape were stopped after the men agreed to marry the victims.  \u003cbr/\u003e              According to Jughlob, the law that was repealed is Jordanian in origin and dates back to 1960. \u003cbr/\u003e              The West Bank was part of Jordan until Israel occupied it in 1967 but when the Palestinian Authority came to power it retained many laws.\u003cbr/\u003e              Jordan, Lebanon and Tunisia repealed a similar law in 2017. \u003cbr/\u003e              Jughlob says political instability, social norms and the inability of the Palestinian legislative council to convene have all factored in the delay of repealing the law. \u003cbr/\u003e              This July, a United Nations body will be reviewing Palestinian laws in relation to women and their rights.\u003cbr/\u003e              The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) will look at whether there are other discriminatory laws which should be repealed.\u003cbr/\u003e              Human Rights Watch says the Palestinian authority should seize the momentum from these recent reforms and address other areas of the law.\u003cbr/\u003e              Omar Shakir, Human Rights Watch Israel-Palestine director, points out a number of laws concerning guardianship of children and divorce which are discriminatory to women.\u003cbr/\u003e              \"The law also requires women to obey their husbands in marriage and there remains discriminatory laws in place around polygamy and around other areas where it's important for the Palestinian authority to tackle and take advantage of the fact that in July for the first time in the history of Palestine it will go before a UN body that will review its record on human rights.\"\u003cbr/\u003e              Legal experts like Jughlob are working hard to rectify these discrepancies.\u003cbr/\u003e              \"The batch of laws that we are working on should be compatible with the legislation and the conventions and the international agreements including CEDAW.\"\u003cbr/\u003e            \u003cbr/\u003e\u003cbr/\u003e              Nablus, West Bank - 23 May 2018\u003cbr/\u003e              1.
