which administration officials cast as incentives - to cover no more than 20 percent of the costs.\u003cbr/\u003e              Transit agencies generally count on the federal government for half the cost of major construction projects, and federal dollars can make up as much as 80 percent of some highway projects.\u003cbr/\u003e              About 50 billion US dollars would go toward rural projects - transportation, broadband, water, waste, power, flood management and ports.\u003cbr/\u003e              That is intended to address criticism from some Republican senators that the administration's initial emphasis on public-private partnerships would do little to help rural, GOP-leaning states.\u003cbr/\u003e              The remaining federal dollars include: 20 billion US dollars for expanded loan programmes and private bonds, 20 billion US dollars for \"transformative projects\" that seen as visionary and 10 billion US dollars for a capital financing fund and office-building by the federal government.\u003cbr/\u003e            \u003cbr/\u003e\u003cbr/\u003e              Washington, DC - We've not only decided to put skin in the game, we levy a half penny. We've also created legislation that allows us to create transit-oriented development, address the workforce housing issues, it addresses resiliency issues. Our biggest concern, Mr. President, quite honestly is that the environmental regulatory process really delays our ability to deliver projects, and I'll tell you what I consider a horror story. Many of the corridors that we are examining now that we'd like to develop transit, expand our transit system, have been studied since 1970. Mr. President, I was in elementary school at the time that this was being talked about in my county. We're going to get you the federal permits Okay. And we're going to get you the environmental and the transportation permits. We'll get them for you so fast your head will spin. Look at the pipelines, how long they would have been. I approved in the first week and they are now being built. I guess you have one situation that's going to be solved very soon, but very, you know, 48,000 jobs. You'll be able to produce some locally, and if you can't, then the money goes to somebody else, because if you can't get your permit you have a certain area. I know (Mississippi Governor) Phil Bryant is going to get all of his permits, I have no doubt about that, right. You will have no problem, I know that. But if you can't get your permits and you can't get them quickly, the money is going to go to somebody else, because we're not going to sit around for eight years, because you are having a local dispute. So I think that's good.
