Finally, the Palestinian customer will have the freedom of choice and the right to use data from a Palestinian operator,\" says Durgham Maraee, Wataniya's CEO.\u003cbr/\u003e              In blocking 3G for years, Israel has cited security concerns. Officials suggest, for example, that high-speed mobile data could make it easier for Palestinian militants to communicate while reducing the risk of Israeli surveillance.\u003cbr/\u003e              The ban has cost the fragile West Bank economy a huge amount of money - Maraee estimates Wataniya has lost at least 150-200 million US dollars.\u003cbr/\u003e              But now Israel has assigned frequencies and allowed equipment to be imported, he hopes his company will start to recoup some of that.\u003cbr/\u003e              Israeli providers have siphoned off as much as 30 percent of the potential Palestinian customer base in the West Bank with offers of 3G and 4G services.\u003cbr/\u003e              But coupled with a recent expansion into Gaza, Maraee thinks Wataniya could generate a profit in 2018 - the first since it began operating in 2009 as the second Palestinian mobile phone provider.\u003cbr/\u003e              \"Our customers are very happy using our services and with the launch of the 3G service in the West Bank I expect we will get back some of what we lost in the Palestinian market to Israeli companies' service,\" Maraee says. \u003cbr/\u003e              \"We work in a difficult political situation but the future is bright.\"\u003cbr/\u003e              The belated move to 3G comes a decade after Palestinian operators first sought Israeli permits and at a time when faster 4G is increasingly available in the Middle East.\u003cbr/\u003e              This keeps Palestinian mobile companies at a continued disadvantage, including in competition with Israeli companies that offer 3G and 4G coverage to Palestinian customers in the West Bank through towers installed in Israeli settlements. The World Bank has criticised this state of affairs because the Israeli firms do not pay license fees or taxes to the Palestinian authorities.\u003cbr/\u003e              The Israeli ban on 3G also remains in place in the Gaza Strip, making that Palestinian territory, dominated by the militant group Hamas, one of the last without such services across the globe. \u003cbr/\u003e              At Birzeit University, students are looking forward to the change.\u003cbr/\u003e              Mohammed Abu Qare says he currently says he currently uses an Israeli sim card but often has a weak signal. He thinks having 3G will \"make life easier for us\".\u003cbr/\u003e              Fellow student Alaa Amouri commutes from East Jerusalem to the West Bank for her studies every day.\u003cbr/\u003e              Access to mobile data should make is easier to find out about potential problems on the route.\u003cbr/\u003e              \"It helps people to know the news and what's going on.
