So we have a few things we can do. We have our general regulatory authority over telecoms and cable companies. It's not unlimited. We know we have to respect interstate commerce, but we have some regulatory authority. We do have significant authority over cable franchises, over various aspects of broadband, consumer protections and over the Internet service providers' use of the public right of way for their infrastructure. On top of all of that, California is a major, major consumer. We enter into large contracts and net neutrality could be a condition of those contracts. So there are a number of different ways we can approach it. Congress may have that power if Congress chooses to pass legislation which it has not done. But the FCC doesn't have this power. The FCC has actually lost this issue in court in the past and there will almost certainly be litigation here.              STORYLINE: \u003cbr/\u003e              A California lawmaker says if the federal government won't protect an open Internet, the most populated state in the country will.\u003cbr/\u003e              State Senator Scott Wiener of San Francisco is pledging to introduce a bill that would preserve net neutrality in California.\u003cbr/\u003e              His announcement came after the Federal Communications Commission voted to repeal Obama-era net neutrality rules along party lines, with Republicans ending overnight of Internet service providers.\u003cbr/\u003e              Net neutrality barred ISP's from favouring some sites and apps over others.\u003cbr/\u003e              Big telecom companies say the regulations undermine investment in broadband.\u003cbr/\u003e              Wiener and other supporters of net neutrality say undoing the rules makes it harder for the government to crack down on Internet providers who act against consumer interests.\u003cbr/\u003e              They also say ending net neutrality will harm innovation.\u003cbr/\u003e              California's attempt to pass its own state net neutrality law could be difficult.\u003cbr/\u003e              The FCC order specifically bans states from adopting their own open Internet requirements.\u003cbr/\u003e              But supporters of net neutrality say the measure can and will be challenged in
