There have been NGO reports that indicate there's still government complicity with respect to drug rehabilitation facilities where individuals continue to be detained without judicial process. Human rights organisations in media continue to report that local officials in western China coerced Uighur men and women to participate in forced labour outside that province there. SOUNDBITE (English) ) Susan Coppedge, Ambassador-at Large - Human Trafficking:\"We look at whether the law is comprehensive and in China, children under 18, it appears that the Chinese law does not require, or does require forced, fraud and coercion which is an international standard for those over eighteen. Children under 18 who are placed in sex trafficking should automatically be viewed as victims, because they are not consenting, based on their age. So, there's a concern about the law there. There's a concern about victim's services in China, as well, that once individuals indentified, they are not screened for trafficking indicators, they aren't provided the services they need and they aren't assisted with re-integration into the society. So there are many factors that go into any country's ultimate tier ranking.\"8. Coppedge leaves podiumSTORYLINE: In its annual report on human trafficking, the US State Department downgraded the ranking for the People's Republic of China.China was demoted to the lowest ranking over its trafficking record, putting it in the same category as North Korea, Zimbabwe, and Syria.The issue of China's human trafficking record was addressed by one of the authors of the report, Ambassador-at-Large Susan Coppedge, during the State Department briefing.The demotion of China was a particular surprise this year, marking the first major, public rebuke of China's human rights record by the Trump administration, which has generally avoided direct, public criticism of Beijing and other majors on rights issues. The Trump administration has been seeking China's help to pressure North Korea to give up its nuclear program, and Tillerson said Tuesday that China's failure to crack down on forced labour from North
