Poor family planning efforts, particularly following the 2011 uprising, are believed to be behind the rise.STORYLINE:On a hot summer's day, a census worker holding a tablet computer goes house to house in the neighbourhood of Giza.The workers are collecting data for Egypt's once-a-decade census. It is the first to be conducted electronically.Officials expect the census results will highlight the country's huge population growth. Egypt is the most populous Arab country, already home to more than 93 million people. Its population is more than double the runner-up Algeria.More than 20 million people were born in the last decade alone and the census has found the population is growing by around 2 million people (roughly a third of the population of Denmark) a year.These swelling numbers spell problems for the country's government, which is facing economic troubles, double digit inflation and rampant unemployment. The data from the census will be key for future policy decisions. One of the main concerns of the census is actually obtaining the data and making sure it's correct. And that's not always easy.In the informally built suburbs of Cairo some people are wary of letting government employees into their homes. Yasser Hussein is the Giza coordinator for the Egyptian National Census.He appeals to all Egyptians to be helpful in answering the census questions.\"We say to every family, and every workshop, business, or factory owner, please cooperate with us in giving the correct information, so we can, then, make decisions that are in their best interests.\" Officials say that they expect to see results proving the large margin of population growth once the data is in, as Hussein Abdel Aziz the Egyptian National Census General Co-ordinator explains.\"For example, if we say that we have about 2.5 - 2.7 million people born in a year, and about half a million people die each year, this means that the margin is always about more, a margin of around two million people. This two million people means that we're talking about a third of the country of Denmark.\" Some analysts attribute the population growth to the government's diminished efforts with family planning.Amid the government's budget crisis and the unrest of the past six years, family planning been sidelined.Family planning efforts particularly lapsed during the chaotic years following the 2011 uprising that toppled Hosni Mubarak. Today the government is mainly focused on combatting Islamic militancy and repairing the tattered economy. Egyptians are known for having large families, a legacy of the country's not so distant agrarian past. Especially in rural areas, children are seen as providing vital labour and an insurance policy for old age. Couples with daughters will often continue trying for a boy, due to a cultural preference for sons and their greater earning potential. Egypt's population has tripled since 1960, with the annual growth rate peaking in 1987 at nearly 2.8 percent, creating a youth bulge that the country has struggled to come to terms with. Family planning efforts under Mubarak brought the growth rate down to less than 2 percent, according to World Bank figures, but it has since rebounded to 2.5. Experts say such growth is unsustainable.The country's first census was conducted in 1882, when Egypt's population was only six million. Second was in 1897, when Egypt's population was about 10 million.  This is the country's fourteenth census and the first electronic one. It comes at a critical time. Egypt's government has cut back on fuel and bread subsidies and implemented wider austerity measures as part of a deal to secure a 12 billion US dollar World Bank loan. Census workers don't ask about residents' income, but they take the measure of a family's socioeconomic status in other ways. At one house in a Giza neighbourhood, a census worker carrying a tablet computer asked which of the family members were married, and whether the home was equipped with an air conditioner, a microwave, or whether they owned a car. They had none of these, only a ceiling fan. This information, census workers say, will help the government realise which services are most crucial for which segments of the population. For one family in the Cairo suburb of Medinat al-Salaam, their numbers grew by five overnight. Sarah Hassan and Youssef Shaaban Gumaa had their first child, a girl, Sandy, not long after they were married. Gumaa, a construction worker who moves from job to job, said after a couple years they wanted to try again, this time perhaps for a boy. They were planning carefully, he says. Instead, in a case to which doctor after doctor responded with disbelief, Hassan became pregnant with quintuplets without fertilisation treatment. Now, they are a family of eight, with three girls, and three boys, five of them under the age of five.  They say every day is a struggle, but that they're feeling the same economic pinch that most Egyptian families feel. Sarah Hassan says their daily story is not unique.\"Life is just like that. What I'm dealing with is not just difficult, but it's difficult for everyone. In Egypt, and the entire world, things are hard. The feeling I find most trying is the lack of stability.\"Youssef Shaaban Gumaa says it is difficult feeding such a large family.\"For example the most simple thing is, just food and drink, I tell you, food and drink. Now the most difficult thing is for us to be able to buy food and drink. How can I get enough food for eight people?\" The danger of such a burgeoning population is that the average person will not see the government's efforts at development, because they will be spread so thin, officials worry. Rather they will only feel that their own situation, and the economy, is worsening. And, according to Egyptian National Census General Coordinator Hussein Abdel Aziz, the economic benefit of having a large workforce-age population can only be realised if they are educated and suited for the demands of the modern labour market. \"We are a society which is special because the percentage of the population which is at working age is very great. And thus, we have the opportunity to turn this into a strong economic force. But in order for that, this workforce needs to be skilled, it needs to be able to work, it needs to have the particular skills which will incorporate it into the demands of the market in the current situation.\" Officials say they will have the results of the census in August, and that it will go towards making decisions on targeting services for those who need them most.
