With Republican majorities in the House and Senate, conservatives who have pushed for the cuts are hoping they can rein in the program's $70 billion cost. But making has always proved a hard sell, especially in the Senate, where lawmakers have been hesitant to slash what is supposed to be a temporary safety net for Americans who find themselves unable to adequately feed themselves or their families. And Trump's proposal could have a disproportionate effect on Republican-leaning states _ seven of the 10 states with the highest food stamp participation supported Trump. Known as the Supplemental Nutrition Assistance Program, or SNAP, the program now serves 44 million people and cost $70 billion last year. The program more than doubled in cost during the recession, and after some eligibility rules were expanded. The cost has stayed higher even as the economy has recovered, though it has slowly decreased annually. Trump's proposed budget would save $191 in savings over the next 10 years through shifting some of the cost to states, targeting the benefits to the poorest people, increasing work requirements and by limiting some eligibility. It would also allow states to determine the level of SNAP benefits they provide. The Trump Administration budget released would also slash funding for the Environmental Protection Agency by nearly one-third, eliminating more than 3,800 jobs while imposing dramatic cuts to clean air and water programs. The White House's proposed spending plan for the EPA amounts to $5.7 billion, a 31 percent cut from the current budget year. Adjusted for inflation, that would represent the nation's lowest funding for environmental protection since the mid-1970s. Dozens of programs would be eliminated entirely, including $427 million in regional programs that help decrease pollution in the Great Lakes, Chesapeake Bay, Puget Sound and other large water bodies. Though the administration has said state agencies should take more of the lead in enforcing environmental laws, the budget also reduces grants that help states pay for those programs by more than half. Environmentalists say the administration's spending plan, if adopted by Congress, will lead directly to more pollution-related illnesses and deaths. Jordan Lubetkin (loo-BET'-kuhn), communications director for the Healing Our Waters–Great Lakes Coalition, calls the White House's budget proposal \"a disaster for the Great Lakes\" and says it's a \"myth\" that states and local groups could take on the challenges of caring for them.\"This really undermines any future progress we hope to make. It puts in jeopardy our drinking water, our environment and our economy,\" Lubetkin said during an interview at his office in Ann Arbor, Michigan.Trump's budget is likely to face an uphill fight on Capitol Hill, where even lawmakers in his own party have already shown a wiliness to ignore the president's fiscal priorities. Many of the regional programs the administration has targeted for the chopping block have bipartisan support.
