SOUNDBITE (English) Ajit Pai, Federal Communications Commission Chairman:\"Congress of course has very great interest in these issues and that's why I have been doing outreach to members of Congress on both sides of the aisle and both House of Capitol HIll to make sure that I make myself as accessible as I can be and people might end up disagreeing, of course this is a topic I recognize as highly fraught with political differences and policy differences, but at the end of the day I think a lot of the rhetoric, obscures the basic point that I have been trying to make, which is that the Clinton administration got it right in the 1990's, the dawn of the internet age. And here I'm really excited in particular abou the impact of small wireless and wired broadband competitors. On the wireless side for instance, I have consistently said one of the reasons I believe so much five gigahertz spectrum is that could be used by fixed wireless providers to be a competitive alternative to their wired brethren and so if we were able for instance to get five gigahertz spectrum that involves very wide channels, then they can supply very high speeds to competitors, who essentially would be comparable to the fix broadband network.\"11. So for instance the creation of the Broadband Deployment Advisory Committee, the BDAC, they are targeting ways to make it easier for these small competitors to gain access to polls and to make it cheaper for them to attach equipment to polls. For them to be able to get access conduits in the ground, for them to get quicker state, local approval for some of these deployments. I mean if you think about these regulatory barriers, they affect everybody who wants to be an ISP, especially the smaller competitors.\"13. Pai shaking hands as shot zooms out wideSTORYLINE: The Federal Communication Commission chairman says he will push for rule changes that will make \"every American who wants to participate in our digital economy\" able to do so. Chairman Ajit Pai made the comments Friday while speaking at American Enterprise Institute in Washington.\"We go about eliminating a rule here and a rule there, we will end up substantially adjusting our rules to match the realities of the modern marketplace,\" said Pai. \"And that is something that is good for consumers and good for companies, alike.\"Pai's speech comes just days after a federal appeals court said it won't reconsider its ruling to uphold the government's \"net neutrality\" rules that require internet providers to treat all online traffic equally.The decision means the rules favored by consumer groups but despised by telecom companies will remain in place for now. But the Trump administration has already signaled that it intends to scrap the Obama-era policy.To pass the rules, the FCC said it had the power to regulate broadband internet service as a utility, much like telephone service. The commission made the decision after President Barack Obama publicly urged it to protect consumers by doing so.But the FCC under President Donald Trump could change the rules or simply decline to enforce them.
