What emerged from that news were lots of questions surrounding what happened to the victims and also what happened to the cases in the investigations. It was those questions that actually led us to looking at data that the UN has been collecting since 2004 when you also had a lot of rashes of abuse allegations coming specifically out of Congo. That sort of took us on a trail of both analysing the data and looking some of the most problematic UN missions; that in itself led us to Haiti because Haiti has been consistently identified as being one of the most problematic missions. So, it is a two-part investigation; this is the first in a series of stories that we'll be putting out. One part looks at the analysis of data, that looks at a 12-year period, we found that there were nearly 2,000 abuse and exploitation allegations against both peacekeepers and UN personnel. We also found that out of those 2,000 allegations that happened in a 12-year period that more than 300 of those actually had to do with minors, which was also one of our findings. So that was the data analysis. Now, what we also found when we went to Haiti and did our own reporting was two things: we found many women who claimed that they had been having sex with peacekeepers, that they were exploited by peacekeepers and we were also led onto a leaked UN investigation report that looked basically at a child sex ring that was linked to 134 Sri Lankan peacekeepers, that was operating shortly after (former Haitian president) Jean-Bertrand Aristide fled the country in 2004 and this ring continued until about 2007.\"++BLACK FRAMES++2. This said, the data is incomplete because the UN has yet to update its data between 2004 and 2009. We found that more than 300 of the allegations had to do with minors. Another thing that we found based on the UN investigation report was that no one was jailed despite the fact that UN investigators were sent to look into the sex ring in Haiti. Out of those 134 Sri Lankan peacekeepers no one was jailed. Despite repeated attempts Sri Lankan officials still will not elaborate on what actually happened during those cases.\"++BLACK FRAMES++3. This sex ring happened about 2004 - locals in Haiti reported suspicious activities between some of the Sri Lankan peacekeepers and children. When those reports surfaced, the UN sent investigators, they interviewed about nine children, some of whom were very young, and those nine children looked at a spread of more than 1,000 photographs that included pictures of Sri Lankan peacekeepers as well as locations that the peacekeepers were taking them to to have sex in.\"++BLACK FRAMES++4. The UN will say that it's made progress, it looks like it has made progress, especially in the detailing of cases. For example, in 2004, if you look at the data, the data was very, very sketchy, hardly any details existed on the victims, on the perpetrators, the UN itself only started identifying the nationalities of the perpetrators in 2015. In 2016, the level of detail got to be a lot better. The UN says that it's trying to focus on the victims, they've just released a report last month that offered a lot of the same recommendations that it did in 2005 but it is saying they're starting to make progress. The main sticking point is that the UN is an international agency. It depends on its member states and without a consensus amongst its member states to actually reform and to tackle the issue of sexual abuse and exploitation, it's going to be very difficult.\"++ENDS ON SOUNDBITE++STORYLINE:Associated Press reporter Paisley Dodds spoke on Wednesday about her exclusive investigation into child abuse by UN peacekeepers.The investigation of UN missions during the past 12 years found nearly 2,000 allegations of sexual abuse and exploitation by peacekeepers and other personnel around the world – signalling the crisis is much larger than previously known. More than 300 of the allegations involved children, the AP found, but only a fraction of the alleged perpetrators served jail time.Legally, the UN is in a bind. It has no jurisdiction over peacekeepers, leaving punishment to the countries that contribute the troops.The AP interviewed alleged victims, current and former UN officials and investigators and sought answers from 23 countries on the number of peacekeepers who faced such allegations and, what if anything, was done to investigate. With rare exceptions, few nations responded to repeated requests, while the names of those found guilty are kept confidential, making accountability impossible to
