Laws exist but in reality, many problems exist,\" says Taoufik Riabi, Chairman of the Jendouba branch of the Tunisian Union of Agriculture and Fishing (UTAP).Fishing for coral is time consuming and transforming the pieces into beautiful decorations requires costly artisan skills.But it's a lucrative trade.In 2014, Tunisia produced 7.8 tonnes of red coral, of which 7.6 tonnes was exported, according to figures from the Ministry of Agriculture.Most was sent to Europe - the bulk to Italy - and it brought in around 8.8 million US dollars in revenue.But prices for the shops in Tabarka seem to climb high every day.\"It has to do with weather and with availability. It's become scarce in the sea. When there's a shortage of something, it becomes expensive,\" says Walid Abaidi, a coral shopkeeper.But whatever the price, there are fewer customers around to buy this workshop's creations.The jewellery has long been popular with tourists.But after attacks in Tunisia targeting foreign holidaymakers, and the cancellation of the winter holiday for Tunisian colleges and universities, there are fewer visitors to the town.\"We have neither domestic nor international tourists. Foreign ones, Italians and others, used to be our main clientele but they no longer come since 2010,\" says Ayatollah Selmi, coral business owner.Illegal smuggling is also an issue for the industry.These boxes are full of coral confiscated by the authorities.Last September, police and coastal guards in Jendouba arrested eleven people fishing coral illegally and seized considerable amounts of raw coral reef. Riabi says smugglers use Tabarka because it is their \"only access\" to spirit their haul out of the country. He denies local fishermen are involved in the activity.Illegal fishing for coral is often done using primitive means which damage the reefs.
