Hong Kong leader Leung Chun-ying has described its construction as \"the best and biggest gift to celebrate the 20th anniversary of Hong Kong's return to the motherland\". Hong Kong's Chief Secretary Carrie Lam is overseeing the project and she has faced accusations of conflict of interest and autocracy as the project has not undergone by the legislative body or public consultations.The city's number 2 official's pitch is also seen as a way to showing loyalty to Beijing, as she is expected to resign this week to prepare for running the Hong Kong leader election this year.Hong Kong - 9 January 20171.
