They were advised to stay indoors during the Hindu holiday of Diwali, and health warnings were issued for the young, elderly and those with respiratory or heart conditions.A new report from UNICEF, the United Nations' Children's Fund, says about a third of the two billion children in the world who are breathing toxic air live in northern India and neighbouring countries, risking serious health effects including damage to their lungs, brains and other organs.Experts say multiple factors including weather patterns, inward wind direction, low dispersion of pollutants, and crop fires in agricultural land across the neighbouring states of Haryana and Punjab, have led to an exponential increase in New Delhi's air pollution levels in the past few days. As the harvest season comes to a close for paddy farmers, fields are being set ablaze to get rid of waste paddy straw, which the farmers say is expensive to dispose of by any other means.Polash Mukerjee, a research associate at the Centre for Science and Environment, says the government needs to devise a viable strategy to deter farmers from burning their fields. He says they need to help farmers connect to a market for waste paddy straw, which can be used in biomass power plants or in bio fertilizer plants.Since being identified as one of the world's most polluted cities in recent years, New Delhi has tried to clean up its air by banning cargo trucks from entering the city, phasing out old Diesel-powered cars, and limiting the number of cars on the streets.But other pollution sources, like the crop fires around the city, continue unabated.AP TELEVISIONNew Delhi – 4 November, 20161.
