In a wide-ranging discussion, Lew touched on the recent vote for the UK to leave the European Union, and drew parallels to voters' concerns in the upcoming US elections. \"There is a set of anxieties that flows from the way that modern economy has evolved\", Lew said, but said that putting up \"borders that are impermeable and to isolate economies and countries from each other\" was not the answer. The treasury secretary also touched on corporate tax avoidance by multinational corporations, in the wake of a number of revelations that showed a number of multinational companies structured their businesses to pay low tax rates away from US soil. \"I actually share the concern that the European Commission has that companies should not be able to avoid taxation by structuring their businesses in countries with very low tax rates\", Lew said. He added that he believed European countries should look at their tax rates, \"many of which are so low that they are attracting that kind of behaviour.\" Oxford - 31 October 20161. And it's not just one source. You have to look at what technological change has done, globalisation, the changing way in which people lead their lives and structure their careers. I think in the United States what people are looking for is what they most value which is the opportunity to both have a pathway towards success and to see that their children have a pathway toward success.\"5. On the other hand I very much disagree that any governing authority whether it's Europe or otherwise should be able to reach into a US tax base, tax income that should be taxed in the US and we need to fix that.\"9.
