If you talk about health, if you talk about transportation, if you talk about education, all these services are exempt, and much more than that, and that really shields the poor. And the policy that the government is adopting is basically a policy that goes to taking from those who can pay more and really address the more vulnerable group.\" 7. There doesn't even have to be an official tax on it, the costs that are part of producing this particular good, that by itself is capable of increasing the price or value of the other related goods, among which are the 50 exempt goods from the Value Added Tax.\"13. The other thing is that the culture of taxing in Egypt isn't used to balancing the books and this is a big problem, and they should have addressed this in past years before they issued these laws.\" 15. Wide of cars driving past hotelLEADIN:The Egyptian Finance Minister says the poor are protected from a new value added tax.Amr El-Garhy made the comments at a conference in Cairo, but some people believe the most vulnerable groups in society will be affected by the charges.STORYLINE:Banking and finance officials and other experts are here to take stock of the economy's health. The Euromoney Egypt Conference is a platform for attracting foreign investment to the country.And for finance minister Amr El-Garhy, overseas money is essential for the economy.Egypt has exhausted billions of dollars in aid from wealthy Gulf Arab nations recently humbled by low oil prices - and now ministers must plan for a future without that help.\"We will not be able to continue working on the premise that the Gulf countries will continue to support us forever.  We have to come to a point where we decide that we have to operate by ourselves and put the economy on the right path,\" El-Garhy tells delegates.Part of that path is a new value-added tax, introduced as a condition of a 12 billion US dollar loan from the International Monetary Fund.Authorities hope the 13 percent tax will generate much-needed state revenue and advance a reform programme supported by the IMF deal. Falling Suez Canal revenues, and the severe drop in tourism numbers over security fears, have severely reduced foreign currency income in the
