Its abundant resources have lured foreign investors like Rio Tinto, but slumping commodities prices and policy uncertainty have dampened sentiment, with growth plunging from 17.5 percent in 2011, to just 2.3 percent last year.The incumbent Democratic Party has been accused of stalling the resolution of the country's biggest mining project, Oyu Tolgoi, a copper and gold mine the size of Manhattan near China's border. A dispute between Rio Ã¢Â€Â“ which owns 34 percent of the mine Ã¢Â€Â“ and the government over royalties and taxes was overcome last year. In May, Rio approved the 5.3 billion US dollar financing deal to expand the project below ground, a timely breakthrough for incumbent Prime Minister, Chimed Saikhanbileg. Of the 12 parties participating, the DP's most significant opposition is in the Mongolian People's Party (MPP), which led the country during the mining boom and has strong support in the countryside. With unemployment now at 7.5 percent and roughly one in five Mongolians living in poverty, both parties are promising more jobs.The Mongolian People's Revolutionary Party (MPRP) is the third-largest party. Talks of a coalition between the MPP and MPRP fell through earlier this year. Recent changes to the election law have shifted Mongolia from a hybrid system of direct and proportional elections, to a fully direct, first-past-the-post system, clearing the way for the DP and MPP to dominate. The quota for female candidates was also reduced, from 30 to 20 percent. The International Republican Institute, which works with political parties, government institutions and civil society organisations in Mongolia, does not expect either party to secure an overwhelming majority. Disillusionment meanwhile is widespread among young voters, whose turnout has steadily declined in recent years. In its latest National Human Development Report, the United Nations Development Programme in Mongolia found that only around 45 percent of Mongolians aged 18-34 years old have voted in recent elections, compared to an overall turnout of 65 percent in 2012. Scepticism grew after the DP recently offered citizens 300,000 tugriks (155 US dollars) to sell 30 percent of their promised shares in the state-owned coal mine, Erdenes Tavan Tolgoi.
