By their own admission, at least $175 million of federal funds are immediately available to be spent. And I do not understand why that money isn't being spent right now. Now I don't like to ascribe motives, but in this case, I have to start wondering whether they're holding back on spending that federal money because they like making this a political issue, that they can attack Republicans on.\"9. Number one, the president need to fully utilize the over $300 million that he has available to him to spend right now. This was money that had been authorized by Congress for Ebola. This was money that was re-purposed for Zika. And this is money that he is sitting on and not spending, and it's inexcusable. And the second thing that needs to happen is the Congress needs to return to Washington as soon as possible and authorize at least $1.1 billion of additional spending to get ahead of this threat for both Florida and the country. And as far as the threat is concerned, I've been very clear. This is not just a public health threat, which is very serious. So, I think this can be controlled. There's a way to control this and ultimately eradicate it with a vaccine in, but we have to act. And it's been to slow up to now.\" 13. At a news conference in Miami on Wednesday, Rubio called on Congress to approve a proposal for emergency funding to fight the Zika virus.
