And people in the eastern city do not feel that any government from Tripoli will be representing them. STORY-LINE:Hundreds take to the streets to protest the UN-backed unity government. They are rallying against the UN-brokered political agreement between the country's rival factions that was struck in Morocco last December.Based on the agreement, a new unity government aimed at healing the country's divisions is to take power and rule from Tripoli. The head of the government, Fayez Serraj, arrived in Tripoli a few weeks ago by sea.Western nations now hope that a unity government led by prime minister-designate Serraj, a little-known technocrat, can bring Libya together and combat a local IS branch that has seized the central city of Sirte. These citizens of Tobruk feel that this new government has been imposed upon them, and installed without the permission of the House of Representatives, which remains the only body in the stricken nation elected by the people. For many people in the east of the country, nothing has really changed despite December's agreement. \"We reject the government because it doesn't represent all the Libyans, because it does not represent the true reconciliation, we reject the government because it's being protected by militias in Tripoli,\" says one protester. Protesters also burned pictures of members of unity government and the newly formed presidency council, protesters also chanted slogans \"No to Italy, No to UN intervention\" after Italy voiced support for the UN deal. As well as uniting rival factions, the deal was made with the goal of creating a unified front to combat an increasingly powerful Islamic State group affiliate in Libya.Libya has mostly been ruled by militias since the 2011 uprising that toppled Moammar Gadhafi, and has been split between rival governments since 2014.IS militants gained a foothold in Libya amid the power struggle and security vacuum. It has taken over the central city of Sirte and carried out deadly attacks across the country. However, under a constitutional declaration, the newly formed unity government awaits parliamentary approval, a crucial vote of confidence by the country's elected parliament here in Tobruk. Ibrahim Al-Zgad, a member of the Tobruk Parliament says Tripoli's presidency council and unity government are \"working without the proper rights to do so, and did not perform their constitutional oath.\"The unity government would be able to convene in Tripoli once it has the parliament's endorsement. But Al-Zgad feels that Benghazi is the place the parliament should move to, should it move at all. Tripoli militias largely support Serraj but here are no plans yet to integrate them into a unified army and police - a task that Libya's successive transitional governments have failed in.LEAD IN:As the UN-brokered Unity Government takes shape in Tripoli, the Tobruk parliament - the only body in the land elected by the people - have yet to supply a vote of confidence.
