Wide of Manama skyline seen from Muharraq islandLEADIN:One of the Arab world's most-prominent human rights activists is back on the job in Bahrain after he was freed from jail by a royal pardon. But Nabeel Rajab says the tiny island kingdom is cracking down harder than ever on political activists and human rights defenders.STORYLINE:Nabeel Rajab's canary is silent today. But it was a series of tweets Rajab wrote that again landed him in prison this year. He was jailed for three months following his arrest for messages deemed insulting to state institutions. He was pardoned to receive medical treatment. But the ordeal has not silenced him. \"We are working and living under very difficult, complicated circumstances,\" he says. \"The government accepts no kind of criticism, no tolerance for people opposing their policies. That's why you see most of the human rights defenders today behind bars. I was one who spent a few years behind bars. Now I'm maybe one of very few who remain outside the jail. The majority of them are either in jail or outside. So there is no room in Bahrain for human rights activists unfortunately.\"Anti-government graffiti is found on the walls of the neighbourhood of Bani Jamra in Bahrain's northwest. Not many are bold enough to speak out in public against the King. \"You can't talk, you can't tweet, you can't peacefully protest,\" says Rajab.Rajab is the president of the Bahrain Centre for Human Rights and is active in other rights groups. He hasn't been alone in running afoul of Bahrain's judiciary on cases international rights organisations say amount to criminalising political expression. Rajab contends authorities are essentially jailing or exiling all prominent political opposition players and human rights activists. His release follows his complaints about stomach problems. But he says many others serving time for activities related to Bahrain's four and a half year old pro-democracy uprising also are in need of medical care. \"The fact that I have a health issue, I'm happy and I hope that if they release all the people with health issues, we're going to have hundreds of people released.\"Rajab remains unable to leave the country due to a travel ban, affecting his ability to speak on Bahrain's rights situation in international forums. He still faces charges in separate cases involving comments posted or retweeted on social media relating to allegations of torture in Bahrain's Jaw prison and the war in Yemen. If prosecuted and convicted, Rajab could face 10 more years in jail. He earlier served a two-year sentence relating to postings on social media.Bahrain's jails hold many pro-democracy activists. This month, a prominent Sunni opposition political activist, Ibrahim Sharif, former head of the secular, leftist Al-Waad society, was arrested for a speech he delivered that allegedly encouraged overthrowing the government. He had been released less than a month earlier after spending four years in prison on Arab Spring-related charges.\"The situation is not stable, but at the same time more people have been arrested, more political leaders and human rights figures have been arrested. I saw releasing Ibrahim Sharif (former general secretary of the National Democratic Action Society) was a positive thing. I thought it's the beginning of a change, but again arresting him,\" says Rajab. In June, a court sentenced Shiite cleric Sheikh Ali Salman to four years in prison for inciting civil disobedience and hatred as well as insulting the Interior Ministry. His case was the focus of a protest in Al Musalla, on the outskirts of the capital, last month. The protest leader tells the crowd, \"we are strongly demanding to free the general-secretary (Salman) and to cancel the unjust verdict and to free all of the political prisoners.\"Other senior members of Salman's Al-Wefaq society, the largest political opposition group in Bahrain, also are in jail.Rajab describes the situation in Bahrain as a crisis. \"I think there is a belief among a lot of people, myself one of them, inside government and outside, that we cannot continue as we are in Bahrain. The future is going to be very black.\"Rajab views a lack of democracy as not just a problem for tiny Bahrain, but for the entire region and says that until it is addressed, it will only feed extremism.\"We remain the only region today in this world does not have any kind of democracy. As far as we are going to have this situation continue, we are going to see extremism all the time.\"Now he's free, Rajab is meeting up with other newly released political prisoners, such as Zahra al-Shaikh, who spent nine months in prison with her infant son on an unlawful assembly charge. He also talks with families of detainees or those injured in political unrest and remains outspoken on areas of concern. With high school graduates awaiting news on university acceptance and scholarships, Rajab has been speaking out on Shiite Bahrainis' complaints of discrimination in the awarding of government scholarships and assignments of university degree programs. \"The list of scholarships was released and it shows very clearly that the Shia indigenous population were more highly marginalised,\" he says.He says al-Shaikh was denied an education while she was in prison. \"Well she said that she applied to do her exam, university exam while she was in jail and her application was rejected and this applies to hundreds of the students that we have. All young students should finish their school and they were not allowed.\"Bahrain put down widespread protests calling for democracy and government reforms in 2011 with help from security forces from neighbouring Gulf states. Smaller demonstrations still occur, often demanding activists' release, and government opponents frequently clash with riot police. The country's Shia majority are seeking greater political rights and have long accused the Sunni monarchy of discrimination.===========================================================Clients are reminded: (i) to check the terms of their licence agreements for use of
