Under strict surveillance, the programme will replace marijuana imports from the Netherlands and cut costs for patients. STORYLINE: This cannabis plant is a new variety that blooms even with little light and water. Many hundreds of plants are in now production to achieve the Italian army's latest mission: to grow medical marijuana for the nation.\"Italy made a choice so that the entire cannabis project is managed by the state, particularly by a military facility like ours, which provides added value in terms of quality and safety for the entire production,\" says General Giocondo Santoni.  Santoni directs the business unit at the military pharmaceutical facility in Florence.  For nearly 100 years, these labs have produced orphan drugs, medicines not found on the market.  In March 2015, medical marijuana was added to the list.    \"We expect to make this drug available by the end of this year in a quantity of about 100 kilos (220 lbs), which is double the amount that we are currently importing from the Netherlands,\" says Santoni.Santoni also hopes to cut the cost by half.  Right now, patients in Italy pay $40 per one gram of medical marijuana.  The product enters Italy at about $10 a gram, but distribution and retail sales margins bump the cost up to four times as much. Also, supply is low as other European countries also vie for Dutch marijuana.Colonel Antonio Medica, the official in charge of cultivation, feels the pressure. As  the director, Medica knows their product must be as good, or better, than the one imported from the Netherlands.      \"We are working in an environment in which climate conditions, accessibility and air filtering must guarantee the maximum safety for the product,\" he says.  \"It's important to underline that just like the Dutch product, we will sterilise the finished product with gamma rays, so that we can guarantee that the product we will distribute presents no risks from a microbiological standpoint.\" Italian medical marijuana doesn't have a shelf name yet. But its variety mirrors the Dutch brand called Bediol. It contains both active principles, THC (Tetrahydrocannabinol) and CBD (Cannabidiol), in equal quantities.  Since 2007, Italian patients suffering from cancer, sclerosis and chronic pain have turned to medical marijuana for relief - legally.But even if the law is on the patients' side, no one in Italy , expect the miliarity is allowed to grow medical-grade marijuana. And only pharmacists can dispense it. Pharmacist, Marco Ternelli has been selling Dutch marijuana since 2013. He says the demand has skyrocketed, creating two problems.    \"One, there is not enough cannabis for everybody right now and the other, that doctors haven't yet understood that it is legal to prescribe it, or they are not familiar with it, so they don't prescribe it.\" Ternelli hears many horror stories from his network of patients. Daniela Frosolini is one of them.  She says she had her life ruined by bad nose surgery. For years, she has suffered from chronic sinus pain. Doctors prescribed pain killers. \"I've tried all the medicines in the world, to the point that I was reduced to a zombie, I also had hallucinations at night, until when I discovered that I could use cannabis,\" says Frosolini.  \"My pain decreased dramatically; it made it almost disappear.\" The therapy costs patients like Frosolini an average $300 a month for 25ml of cannabis oil.  With national production on the way, the army could help not just relieve pain, but the financial burden as well. Paola Menghini struggles with a 10 year old son affected by a rare disorder called CHARGE syndrome. Her doctors previously recommended heavy psycho stimulants to keep her boy under control, but she has found her own alternative. CHARGE syndrome is a genetic disease that causes a number of serious developmental problems. Menghini's son has speech difficulties and frequent aggressiveness had led him to develop self-harming strategies to cope with his frustration. \"I'm a careful mom, out of necessity, but I give my son marijuana, because he needs it, because it helps him,\" says Menghini. Every day, she makes tea for her son which works as a sedative, so he sleeps better and doesn't hit himself. A doctor gives her a prescription for the medical marijuana. Medical marijuana is available only on prescription in Italy. A first law regarding medical marijuana was passed in Italy in 2007. It said THC -marijuana's active principle- was legal, but no mention of the actual plant.
