Various of pepper packages being sold in the market LEADIN:Penja peppers is one of the few sub-Saharan African products protected by geographical indication (GI) - denoting it as a regional speciality. However, despite prices soaring for this aromatic pepper, workers in the plantation say their wages have remained static.STORYLINEPenja pepper is a source of pride for many Cameroonians. Famed for the quality of its aroma, it is one of first sub Saharan Africa's geographical indication (GI) protected crops, this means it is protected in the 16 countries that belong to the African Intellectual Property Organization (OAPI).Penja pepper was named after a coastal region of Cameroon where it is grown.Penja pepper growers are allowed to label and market their peppers with the mark of the region. With the support of the OAPI, a group of Penja pepper growers founded an association that brought together Penja pepper nurserymen, growers and distributors through a 'pepper cluster'. The group then completed the geographical indication process, which is a prerequisite for obtaining a label of origin. The process of obtaining GI began in 2008 and succeeded in September 2013. A long process but which now brings rewards to farmers. Thanks to obtaining that label, the price of Penja pepper went from 3,000 Fcfa (USD $6) per kilogram to 10,000 FCfa (USD $20) per kilogram. But despite the price rise, some workers on the plantations claim this wealth has not been passed down to them. 19-year-old Christian Tim is one of the thousands employees in the pepper of Penja area. Every day from 6 am until 2 pm, he works on the farm. He was a former student in a school Bamenda, a city approximately five hours from Penja. He left school due to lack of money and joins his father who already worked on the farm. \"I wish to be at school but due to some conditions I must be satisfied with what I am doing now,\" says Tim. Here, salary depends on the individual's capacity to work hard. \"The full hour of the day is eight hour. So if you could work your eight hours then you have your normal pay. But in that full hour there is almost a kilo you must harvest before. Let me say if for example the fix kilo is 30 kilo or 25 kilo. If you work the eight hours and could not have your 30 kilos you may not have your full work of the day,\" he adds. Christian Tim is paid 1,400 FCfa ($2.30 US Dollars) a day of work if he manages to pick 25 kilograms of pepper. It is his first year working in this farm but Ina Crescence Didjang has been here for five years. The 35-year-old and mother of four children says her salary has remained the same all this time. \"I am paid on approximately 1500 FCfa a day,\" (USD $2.70) she says. With her salary Crescence Didjang says she is only able to feed herself and her children. She has no savings. Salomon Kegne is both Christian and Crescence's employer. He recognises that the sale price of pepper increased but adds: \"In our enterprise, the salaries are higher than in all others.\"Questioned about the salaries of the employees which did not increase at the same rate as the sale price of the pepper, he claims workers benefited instead from the stability of full-time employment rather than more temporary work.Obtaining the quality label for the pepper of Penja was made within the framework of Pampi, a project of support for the implementation of the geographical indication piloted by OAPI and financed by AFD, a French development agency.Emmanuel Nzenowo is a consultant at African Intellectual Property Organisation (OAPI) who were key in attracting the GI status of the pepper. He says it the penja pepper has a \"very pronounced spine and the strong smell.\"The geographical area of the Penja pepper is the districts of Penja, Mbanga, Njomb-penja, Loum, Tombel and Manjo. Nzenowo confirms the price of the pepper increased \"triple\" after receiving the GI status.Several factors contribute to the peculiarity of this pepper, for example the volcanic ground and its black basalt rock which is not found elsewhere. Experts say Penja peppers have been cultivated here for more than 50 years. The Penja pepper is sold inside and outside Cameroon, with producers particularly interested in the lucrative European markets.\"At the level of the European Union, there is France, which is a big consumer; there are Switzerland, Belgium, Germany. These countries are enough involved into geographical indication process, they know what is a GI. It is also necessary to note that the European Union is the first consumer of the pepper to the world. They moreover consumed around 500 thousand tons in 2010 which represents appreciably near half of the world production. It is the biggest market we have and there, pepper is already sold between 70 and 100 thousand the kilo while it is between eight and 10 thousand only here,\" Nzenowo says.Exacts figure are unknown as there is no group markets. Currently there is no official packing for Penja peppers - the labelling is left to the individual producers. However, some in the industry believe this might be leaving the pepper susceptible to fraud on the international market.\"This pepper is victim of fraud it is the occasion to say it. Many operators or storekeepers come to buy here the pepper of Penja which is more appreciated, looked for by the consumers whether it is at the local or international level. They mix it with other peppers they buy at the Dubai which is a big world shopping mall. That does not allow the consumer to consume the wanted product. This objective can be reached only when we will have our packaging centre. Machines are practically ready. We will import them soon,\" says Nzenowo. However, there is some work under way to define and celebrate the quality of the pepper. In this processing factory belonging to Ren Claude Metomo, the president of the pepper cluster and the owner of \"Societ des plantations Metomo\" are a set of machines used to grade and sort the quality of the pepper. The largest grains drop into one bucket, smaller grains in a second and the waste grains are discarded in a third. It saves on the laborious task of sorting the peppers by hand. There are three products that have achieved OAPI recognised GI status in sub-Saharan Africa: the Penja pepper ( Cameroon), white honey of Oku (Cameroon) and coffee of Ziama-Macenta (Guinea).====Clients are reminded: (i) to check the terms of their licence agreements for use of content outside news programming and that further advice and assistance can be obtained from the AP Archive on: Tel +44 (0) 20 7482 7482 Email: info@aparchive.com.
