First, we have announced that we would reduce the emissions' intensity of India's GDP by 20 to 25 percent by the year 2020, on a 2005 reference level. India's twelfth five-year plan, to be launched on April 1st, 2012, will have as one of its key pillars a low growth strategy. Detailed work on this has already begun and is available in the public domain, keeping in view our deepest commitment to transparency and accountability. Second, we have taken firm steps to diversify our energy-fuel mix. Twenty-thousand megawatts of solar power generating capacity will be set up by 2022. And the present share of nuclear power in our country, which is 3 percent today, will be doubled over the next decade. A major market-based programme has been put in place to stimulate energy efficiency. We have imposed a clean-energy assess(ment) on coal for funding R and D (research and development) on clean energy technology even as coal will continue to play a key role in our future energy strategy. We have aggressively expanded the use of natural gas in our power generation. Third, we are pursuing new strategies on forestry and coastal management. India's 17 million hectares of forests have not only ecological, but also livelihood significance as they support the livelihoods of over 250 million people.\"\u003cbr/\u003e4. conference in Cancun, Mexico, small steps to revive the faltering, years-long talks to guard the Earth against planetary warming.\u003cbr/\u003eIt had already emerged that no grand compact mandating deep cuts in global warming gases was on the cards. \u003cbr/\u003eInstead, the two-week session focused on a proliferation of secondary issues such as a 'green fund' to help poor nations, deforestation, technology sales and other matters.\u003cbr/\u003eIndian Environment Minister Jairam Ramesh's speech at a plenary session of the summit sparked a furore in his homeland over whether India is open to accepting formal caps on carbon emissions.\u003cbr/\u003eRamesh explained a raft of climate-control measures which his country had agreed to put in place over the coming years.\u003cbr/\u003eRamesh later told reporters he had not made any binding commitment in his speech, nor was he signalling a change in India's stance against such binding restrictions.\u003cbr/\u003eUnder attack from opposition parties and NGOs back home, the Environment Minister said there was some \"nuancing\" of the Indian position but it will not accept internationally legally binding emission cuts. \u003cbr/\u003ePushing hardest for a legally binding treaty are small island nations, which are the most vulnerable to climate change. \u003cbr/\u003eIndia's neighbours - Bangladesh, Maldives, Bhutan and Nepal - are also supporting a legally binding pact. \u003cbr/\u003eThe United States and China are in agreement with India in rejecting any legally binding agreement.\u003cbr/\u003eIndia, along with most of other developing countries, has been maintaining that taking up binding emissions cuts will hamper its growth, including poverty alleviation efforts. \u003cbr/\u003eThe measures Ramesh mentioned include plans to reduce carbon emissions by at least 20 percent over the next seven years, plans to double nuclear power output and to increase solar power production and new plans for India's 17 (m) million hectares (42 million acres) of forest land.\u003cbr/\u003eReferring to the \"flexible\" stance taken by India in the past year since the Copenhagen climate meeting, Ramesh said India's position on climate change has been evolving and needs to evolve
