Various of President Fox with APME officials\u003cbr/\u003eMexican President Vicente Fox said on Friday the International Court of Justice and the United Nations will have to decide what to do if the United States doesn''t comply with a ruling that it review the cases of 51 Mexicans on death row.\u003cbr/\u003eIn an interview with the board of directors for The Associated Press Managing Editors (APME) Fox declined to say, however, whether Mexico would take additional measures if the U.S. government does not follow the order.\u003cbr/\u003e\"We don''t have any actions planned because we''re expecting (the United States) to comply,\" he told the APME board of directors, which represents 1,700 newspapers in the United States and Canada.\u003cbr/\u003eThe International Court of Justice, the United Nations'' highest judiciary, ruled Wednesday that the United States violated the rights of Mexican inmates by denying them assistance from their government. \u003cbr/\u003eThat right is guaranteed under the 1963 Vienna Convention.\u003cbr/\u003eThe court ordered the United States to review the Mexican cases, but the U.S. government has ignored the court''s rulings in the past.\u003cbr/\u003eMexico''s Foreign Relations Department said earlier this week that if U.S. officials don''t comply voluntarily, Mexico would consider asking the U.N. Security Council to issue a resolution urging them to do so.\u003cbr/\u003eFox, who opposed the Iraq war and lobbied for a resolution within the U.N. Security Council, declined to say whether Mexico would take the death penalty cases to the United Nations.\u003cbr/\u003eThe death penalty has been a sore point in Mexican-U.S. relations, with Fox canceling a trip to meet with U.S. President George W. Bush in 2002 after Texas executed a Mexican man convicted of killing a police officer. Fox is a strong opponent of the death penalty.\u003cbr/\u003eHe said on Friday he hoped the United States would not only review the Mexican death penalty cases, but ensure that all future foreigners convicted of a major crime had access to consular assistance from their governments.\u003cbr/\u003eIn a wide-ranging interview with the APME, Fox also said his government would release a report in two weeks on the slayings of hundreds of women in the northern border city of Juarez. He said the report contains recommendations for weeding out corruption and would be \"bad news for those who have not complied with the law.\"\u003cbr/\u003eMexican and international human rights groups have harshly criticized state and federal government agencies for failing to resolve the killings. State investigators have been accused of using false evidence and torture to solve the cases.\u003cbr/\u003eThe president also reiterated his support for Bush''s plan to give temporary visas to Mexican migrants with U.S. jobs. He said U.S. citizens working in Mexico are respected by the Mexican government and \"we expect that with our people in the United States.\"\u003cbr/\u003eHe added that Mexico''s battered economy was showing signs of a recovery, creating 80,000 jobs in March, and he said he was working with the United States and Canada to ensure that North America remained competitive with China.\u003cbr/\u003eFox said some factories that had fled Mexico for China in search of lower wages had returned, including a Motorola plant.\u003cbr/\u003e\"I think that many companies will begin to learn that their investment could be at risk in the near future because (China) doesn''t have the stability and security and certainty that investments have in Mexico,\" he
