Pan shot of sign saying 'God Bless Our Miners and Families' \u003cbr/\u003eWith rescuers still at least three agonising days away from reaching six trapped coal miners in the US state of Utah, the mine owners and the government were split on Tuesday over the cause of the roof collapse.\u003cbr/\u003eThe mine owners insist it was caused by an earth tremor but safety officials believe the underground teams had been cutting away at the roof supports to extract more coal.\u003cbr/\u003eMore than a day-and-a-half after the cave-in, rescuers were unable to say whether the men were dead or alive, and had not heard any pounding from their hammers, as miners are trained to do when they get trapped.\u003cbr/\u003e\"The Lord has already decided whether they're alive or dead,\" said Bob Murray, chairman of Murray Energy Corporation. \u003cbr/\u003e\"But it's up to Bob Murray and my management to get access to them as quickly as we can.\"\u003cbr/\u003eMurray said if the men were not killed by the cave-in itself, he believed there was enough air and water for them to survive for days. \u003cbr/\u003eHe refuted media suggestions that his men were conducting \"retreat mining,\" in which miners pull down the last standing pillars of coal and let the roof fall in.\u003cbr/\u003eHe said the collapse had been caused by an earthquake and not something that Murray Energy or its employees did.\u003cbr/\u003eDuring a rambling and often angry news conference, Murray lashed out at the Associated Press for suggesting the men were retreat mining at the time.\u003cbr/\u003eMurray said: \"The pillars were not being removed here at the time of the accident. There are eight solid pillars around where the men are right now.\"\u003cbr/\u003eHowever, government seismologists said that the pattern of ground shaking picked up by their instruments around the time of the accident Monday appeared to have been caused not by an earthquake, but by the cave-in itself.\u003cbr/\u003eBob Friend, the Deputy Assistant Secretary for Mine Safety and Health Administration in Washington, said the men at the mine were 'retreat mining'.\u003cbr/\u003eRetreat mining has been blamed for 13 coal mining deaths since 2000, and the government requires mining companies to submit a roof control plan before beginning retreat mining. \u003cbr/\u003eSuch a plan details how and when the pillars will be cut and in what order.\u003cbr/\u003eAccording to the Mine Safety and Health Administration the mine had submitted a plan and received approval in 2006.\u003cbr/\u003eThe Administration's Chief of Safety, Bob Philips told Associated Press Television: \"If the approved roof control plan is followed, you know, in detail, you have no problems, it is when they deviate from that approved roof control plan, that is where the problems develop.\"\u003cbr/\u003eRescuers made frustratingly slow progress trying to break through to the miners 1,500 feet (450 metres) below ground.\u003cbr/\u003eMurray said Tuesday that even if all went well, it would still take three days to reach the chamber where the men were believed to be.\u003cbr/\u003eMurray said there were 30 pieces of heavy mining equipment in place and 134 people dedicated to the rescue. \u003cbr/\u003eAfter meeting privately with family members of the miners, Murray outlined plans to bulldoze a mountain path and erect a seismic listening device outside the mine that could reveal whether any men were alive.\u003cbr/\u003eHe said that once the device was in place, crews would set off dynamite, a sign to miners to tap the ceiling with hammers.\u003cbr/\u003eLittle was known about the six miners - only one has been identified. The Mexican Consulate in Salt Lake City said three of the men are Mexican citizens.\u003cbr/\u003eThe families of the trapped men were brought in to a high school in Huntington, about six miles (eight kilometres) from the mine and police stood guard on the grounds.\u003cbr/\u003eTo show their support, Cindy Sherman, married to a man at another local mine, rounded up her children and grandchildren to make a large sign and hang it near the school.\u003cbr/\u003eEven though she has no family members directly affected by the collapse, she says \"when something like this happens it really hits
