Wide of Rice speaking\u003cbr/\u003eThe United States will shift its policy toward Sudan to one based on working with the Khartoum government instead of isolating it, the Obama administration said on Monday. \u003cbr/\u003eSecretary of State Hillary Rodham Clinton announced details of the new approach at a news conference in Washington on Monday, joined by US Ambassador to the United Nations Susan Rice and Scott Gration, the administration's envoy to Sudan.\u003cbr/\u003eIn a written statement on Monday, Obama said there will be \"incentives\" if the government of Sudan \"acts to improve the situation on the ground and to advance peace.\"  \u003cbr/\u003e\"If it does not, then there will be increased pressure imposed by the United States and the international community,\" he warned. \u003cbr/\u003eObama said an agreement between the North and South in Sudan must be implemented for there to be any chance for long-term peace.\u003cbr/\u003eIn her State Department news conference, Clinton said the administration is \"looking to achieve results through broad engagement and frank dialogue.\"\u003cbr/\u003eBut she warned that \"words alone are not enough.\" there has been disagreement within the administration about how to approach Sudan.\u003cbr/\u003eRice and Gration have clashed over how far to engage the Sudanese government of President Omar al-Bashir, charged by the International Criminal Court with crimes against humanity and war crimes for allegedly masterminding deadly attacks throughout the Darfur region of Sudan.\u003cbr/\u003eGration has argued in public for a less strict line towards al-Bashir, who he has told officials is the key to resolving the situation in Darfur as well as in southern Sudan, which in 2005 signed a provisional peace deal with the government in Khartoum, ending Africa's longest-running civil war.\u003cbr/\u003eRice favours taking a harder line.\u003cbr/\u003eThe new policy will not make major concessions to al-Bashir - whose government is designated a \"state sponsor of terrorism\" by the State Department - because Congress has yet to be briefed on the planned policy shift.\u003cbr/\u003eInstead, the policy is designed to bring Khartoum into the fold by offering incentives for improved relations for improvements in the situation in Darfur as well as in southern Sudan, which will hold a referendum on succession scheduled to take place in 2011, the administration said.\u003cbr/\u003eAt the news conference, Rice said the US \"is prepared to work with all
