In the event those conditions are met we are willing to enter into dialogue and discussion with the government of Zimbabwe on how to take forward our commitment to help fund land reform.   And I drew attention in the course of today and have explained to the Zimbabwe delegation that there is an additional 36 (m) million pounds (57.6 (m) U-S dollars) available for development aid to Zimbabwe if we obtain appropriate co-operation and assistance from the government.\u003cbr/\u003e\"That 36 (m) million pounds  (57.6 (m) U-S dollars) for development aid could include funding of land reform but it must be land reform on the basis of principles that we agreed to in 1998 and which the government of Zimbabwe agreed to in 1998.  The key principles of those would be that the programme of land reform must be within the rule of law, be on the basis of a fair price for farmers, be transparent, and be in the context of good economic management and should benefit the rural poor who have no lands.\u003cbr/\u003e\"My other objective today was to secure fair elections free of intimidation.  The government has committed itself today to holding free and fair elections as soon as the delimitation commission has concluded its report on fair boundaries.  I'm assured that that will happen soon.
