Gordon Young, Head of the International Hydrological Programme, speaking on stage\u003cbr/\u003eRepresentatives from one hundred and forty eight countries attended the Fourth World Water Forum in Mexico City on Wednesday called on governments to take the lead in improving public access to safe drinking water. \u003cbr/\u003eThe seven day forum's closing declaration, to be adopted on Wednesday, will not specifically mention privatisation but states that governments must take the primary role in resolving a world water crisis. \u003cbr/\u003eMuch of the focus was centred on the developing world's growing reliance on bottled water bought from private companies. \u003cbr/\u003eWorldwide, the industry is now worth about 100 (b) billion US dollars a year. \u003cbr/\u003eCritics said that governments should instead be improving tap water supplies.\u003cbr/\u003eKoichiro Matsuura, General Director of UNESCO told the forum that the cultural dimensions of water still need to be explored.\u003cbr/\u003e\"Water within itself does not divide us. We should not allow water to become what oil is nowadays, rare and expensive,\" she said.\u003cbr/\u003eThe forum also discussed dams and hydroelectric projects, opposed by environmentalists for decades, as important and innovative concepts.\u003cbr/\u003eUnited Nations (UN) officials warned about the effects of climate change and the need for more dams.\u003cbr/\u003eA UN World Water Development Report did not oppose dam buildings but recommended they were either reduced in size or were at least made more environmentally friendly.\u003cbr/\u003eAlejandro Encinas, the governor of Mexico Federal District, said, \"I think experiences, proposals, technology, critics were shared (at the Forum) that will allow us to be more conscientious about water management and to seek solutions. These solutions are not only technical and financial, they must include everyone's participation.\" \u003cbr/\u003eAlmost everyone who spoke at the summit, from leading business figures to government officials claimed they did not support handing local water authorities over to private administrators - a trend which began in the 1990s.\u003cbr/\u003eThe closing declaration will also favour the expansion of water services to reduce poverty, community water planning and more consideration to the environmental, social and economic impact of water projects.\u003cbr/\u003eThe water forum is held
