Tighter shot of monk in window, his face in the shade\u003cbr/\u003eAt Bangkok's watery gates, Buddhist monks cling to a shrinking spit of land around their temple as they wage war against the relentlessly rising sea. \u003cbr/\u003eDuring the monsoons at high tide, waves hurdle the breakwater of concrete pillars and the inner wall around the temple on a promontory in the Gulf of Thailand. \u003cbr/\u003eJutting above the water line just ahead are remnants of a village that has already slipped beneath the sea.\u003cbr/\u003eThe city, built on clay rather than bedrock, has also been sinking at a far faster pace of up to 4 inches annually as its teeming population and factories pump some 2.5 million (m) cubic tons of cheaply priced water, legally and illegally, out of its aquifers. \u003cbr/\u003eThis compacts the layers of clay and causes the land to sink.\u003cbr/\u003eEveryone, the government, scientists and environmental groups, agrees Bangkok is headed for trouble, but there is some debate about when. \u003cbr/\u003eExperts say these waters, aided by sinking land, threaten to submerge Thailand's sprawling capital of more than 20 (m) million people within this century. \u003cbr/\u003eBangkok is one of 13 of the world's largest 20 cities at risk of being swamped as sea levels rise in coming decades, according to warnings at the recent Intergovernmental Panel on Climate Change held here.\u003cbr/\u003eThe United Nations-sponsored negotiations underway in Bali may take steps towards reducing sea levels, but experts in Bangkok say they are planning for the worst.\u003cbr/\u003eSmith Dharmasaroja, the Chairman of Thai Committee of National Disaster Warning Administration predicts that Bangkok \"will be under water (...) permanently, in 15 to 20 years.\"\u003cbr/\u003eDr. Thanawat Jarupongsakul, who works the Unit for Disaster and Land Information Studies at Chulalongkorn University, is also worried. \u003cbr/\u003eHe has been working on a project to help Thailand adapt to climate change along its coasts, and says in the last ten years the coast line has retreated over one kilometre (0.6 miles), forcing residents to rebuild their homes up to ten times in some cases.\u003cbr/\u003eOver the next 20 years he expects another 1.3 kilometres (0.8 miles) to disappear, and with Bangkok's low elevation he thinks that could eventually impact 20 (m) million people and a slew of industrial parks.\u003cbr/\u003e\"Maybe the first effect is maybe three million people affected. But another 20 million, they are (will be) affected by, what should I say, the results of this one,\" Thanawat told AP Television.\u003cbr/\u003eThanawat and his team have just completed a 250 meter (850 foot) sea wall around Samut Prakan, an area at Bangkok's southernmost tip.\u003cbr/\u003eHe says he has been getting enthusiastic support from local government, support he hopes will be repeated when a new national government is chosen in December.\u003cbr/\u003eThanawat would like to complete a similar wall, about 10 meters high (32 foot), around the entire coastline, the planting of mangroves in areas where the water recedes and then still larger sea walls.\u003cbr/\u003eHe estimates the cost will be 5.5 (tr) trillion baht, around 1.8 (m) million US dollars, but that it could be completed by the end of the year.\u003cbr/\u003eAnd the technology they have developed could generate additional revenue for Thailand and help some of its neighbours with similar geography.\u003cbr/\u003eThe sea wall that Thanawat and his colleagues built has shown people in Samut Prakan that there is hope for keeping the water away.\u003cbr/\u003eThe temple now at the edge of town used to see water lap up inside of it until the wall was built.\u003cbr/\u003eSamorn Khaengsamutra, the village leader, has become actively involved in promoting the sea wall idea.\u003cbr/\u003eAs water creeps toward Bangkok, many people now fear for the nation's capital.  \u003cbr/\u003eOnce known as the \"Venice of the East,\" Bangkok was founded 225 years ago on a swampy floodplain along the Chao Phraya River. \u003cbr/\u003eBut beginning in the 1950s, on the advice of international development agencies, most of the canals were filled in to make roads and combat malaria. \u003cbr/\u003eThis fractured the natural drainage system that had helped control Bangkok's annual monsoon season flooding.\u003cbr/\u003eThere is widespread concern that the loss of Bangkok would destroy the country's economic engine and a major hub for regional tourism.\u003cbr/\u003eSmith Dharmasaroja told AP Television: \"I heard His Majesty said once that if we cannot protect Bangkok from flooding...  this is our economy he said.
