In Afghanistan, as we know, our military is engaged in an effort that can and must succeed.  It also contains important assistance for the government of Pakistan, including funding for the Pakistan counterinsurgency fund, a provision this funding should send a message to the people of Pakistan that the United States has made a long term commitment to stand by their side in the region and at home as they battle domestic insurgents and extremists.  However, the conference report also contains billions of dollars in unrequested spending that is largely unjustified and certainly nonemergency.\"\u003cbr/\u003e7. Wide of Senate floor\u003cbr/\u003eCongress on Thursday sent US President Barack Obama a massive spending bill aimed at ensuring that the military efforts in Iraq and Afghanistan won't run out of money in the coming months.\u003cbr/\u003eThe 106 (b) billion US dollar emergency war bill also branches off to provide money for programmes ranging from pandemic flu preparedness to a \"cash for clunkers\" initiative to encourage drivers to switch to more fuel-efficient vehicles.\u003cbr/\u003eThe Senate passed the measure on a one-sided 91-5 vote despite complaints from several senators about the add-ons that pushed the total more than 20 (b) billion US dollars above the funding request Obama made two months ago. \u003cbr/\u003eThe House approved the bill on Wednesday by a much closer 226-202 vote.\u003cbr/\u003eThe White House and its Democratic allies insisted that this will be the last time Congress will be compelled to pass an emergency war bill, or supplemental, that is outside the normal budget process and thus goes directly to an increase in the national debt.\u003cbr/\u003eCongress has passed such bills every year since the September 11, 2001, attacks, and with enactment of this legislation the amount will near one (tr) trillion US dollars, with about 70 percent going to the conflict in Iraq.\u003cbr/\u003eObama has said that in the future all war operation expenses will be incorporated in the Defence Department budget.\u003cbr/\u003eThe bill includes about 80 (b) billion US dollars to finance the wars in Iraq and Afghanistan through this fiscal year that ends September 30. \u003cbr/\u003eThe Pentagon has predicted that the Army could begin running out of money for personnel and operations as early as July without the infusion of more money.\u003cbr/\u003eIt also provides 4.5 (b) billion US dollars, 1.9 (b) billion US dollars above what the president requested, for lightweight mine-resistant vehicles, called MRAPs, and 2.7 (b) billion US dollars for eight C-17 and seven C-130 cargo planes that the Pentagon did not ask for.\u003cbr/\u003eOn the non-military front, there's 10.4 (b) billion US dollars in development and other aid for Iraq, Afghanistan, Pakistan and numerous other countries; 7.7 (b) billion US dollars for pandemic flu preparedness; and 721 (m) million US dollars to pay off what the US owes for UN peacekeeping operations.\u003cbr/\u003eWhat it does not include is 80 (m) million US dollars the White House requested to start efforts to close the detention facility at Guantanamo Bay, Cuba. \u003cbr/\u003eThe bill also prohibits detainees from being released in the United States and allows the transfer of detainees for prosecution only after Congress receives a plan detailing the risks.\u003cbr/\u003eThe bill almost foundered in the House over Republican objections to the inclusion of five (b) billion US dollars to set up a US line of credit for an International Monetary Fund loan programme for poor countries hit by the world recession.\u003cbr/\u003eSenator John McCain, also said the bill \"contains (b) billions of dollars in unrequested spending that is largely unjustified and is certainly non-emergency.\" \u003cbr/\u003eIn addition to the auto programme providing government rebates for those trading in old cars for more fuel-efficient models, he mentioned 13 (m) million US dollars to provide air service to rural communities and 35 (m) million US dollars for the FBI to fight mortgage fraud.\u003cbr/\u003eBut Senate Majority Leader Harry Reid, urged
