\"fairly substantial\" pullout could begin next spring and summer.\u003cbr/\u003ePrime Minister Ibrahim al-Jaafari said that the time has arrived to plan a coordinated transition from American to Iraqi military control throughout the country.\u003cbr/\u003eHe was speaking at a joint news conference with the visiting US Defence Secretary Donald Rumsfeld. \u003cbr/\u003eGeneral George Casey, the top American commander in Iraq, said that he believed a US troop withdrawal could begin by spring 2006 if progress continues on the political front and if the insurgency does not expand.\u003cbr/\u003eWhen asked how soon a U.S. withdrawal should happen, al-Jaafari said no exact timetable had been set. \u003cbr/\u003eBut he stressed that the pace of the US training of Iraqi security forces must be speeded up and there also had to be closely coordinated planning between the U.S.-led military coalition and the emerging Iraq government on a security transition.\u003cbr/\u003eIraqi President Jalal Talabani said the timetable was dependent on the speed in which Iraqi security forces could be developed.  \u003cbr/\u003eForecasts by both al-Jaafari and Casey, however, were conditional on curbing the insurgency, which U.S. military officials have said is showing no signs of abating.\u003cbr/\u003eThe U.S. military has in the past signalled a readiness to draw down troop strength, only to change plans in the face of relentless insurgent attacks.\u003cbr/\u003eRumsfeld was planning to get a firsthand look at the training of Iraqi security forces by watching a demonstration by a group of Iraqi special forces soldiers using live ammunition at a training range run by American troops.\u003cbr/\u003eOn the streets of Baghdad, there was mixed reaction to the pullout of of US troops.\u003cbr/\u003eOne man said he did not support the decision, saying: \"the Baathists and Saddam's followers are still working, we don't want the U.S. troops get out of the country.\"\u003cbr/\u003eMeanwhile, another said he was confident the government would do what was right for the
