Chavez and Lula leave \u003cbr/\u003eBrazilian President Luiz Inacio Lula da Silva and Venezuelan President Hugo Chavez signed a protocol of intention on Thursday to set up a joint venture to develop gas reserves.\u003cbr/\u003eThey also signed a protocol of intention to set up a joint venture to produce extra heavy oil from the Carabobo field in the Orinoco River basin in Venezuela, and another for a plant to treat the extra heavy oil to make it fit for refining.\u003cbr/\u003eChavez met with Lula during a summit of presidents of the South American trade block Mercosur taking place in Rio de Janeiro on Thursday and Friday.\u003cbr/\u003eChavez didn't give any further details on OPEC (Organisation of Petroleum Exporting Countries) issues and said the meeting was mainly to discuss regional energy issues. \u003cbr/\u003eAmong these issues are joint production and refining projects between the state-run oil firms of the two countries, Petroleos de Venezuela and or PdVSA, and Petroleo Brasileiro SA (PBR), or Petrobras, and the construction of a natural gas pipeline linking Venezuela via Brazil to Argentina.\u003cbr/\u003eBrazil, Argentina and Venezuela at the Rio de Janeiro meeting also plan to talk about the continental gas pipeline. Those talks have been going on for more than a year, but no firm decision on whether to build it was taken so far. \u003cbr/\u003eAccording to preliminary Petrobras estimates, the mega-project would cost more than 20 (b) billion US dollars.\u003cbr/\u003eAnalysts have doubted the economic sense of the project, while ecologists have warned of possible damage to Brazil's Amazon and Venezuelan
