And we participate through the agencies of the United Nations on helping with humanitarian aid in the camps. Now what I've been asked is about the situation or the actions of the terrorist group against the army. That is what I've answered the question about. But don't think that we don't care about the humanitarian situation. We do care and we do care about the action (of the militant group) and the (resulting) reaction has to be according to humanitarian behaviour, as said with everywhere. Wide of Solana leaving press conference    \u003cbr/\u003eEuropean Union Foreign policy chief Javier Solana, defended Lebanon's military campaign against the Fatah Islam militant group in the Nahr el-Bared refugee camp on Wednesday but called on the Lebanese army to respect the safety of civilians.  \u003cbr/\u003eSolana was in Cairo to meet with Egypt President Hosni Mubarak to discuss the latest upsurge in violence in the Middle East. \u003cbr/\u003eSpeaking at a press conference in the Egyptian capital, Solana told reporters that \"we have to support the manner in which all the leaders, all the different political parties in Lebanon are supporting their forces. Because they have been attacked.\" \u003cbr/\u003eSolana said Lebanese forces were fighting a \"terrorist group\" but said the Lebanese government has to take civilian life into consideration even when fighting militants. \u003cbr/\u003eHe also said that while he believed the Lebanese government was reacting to militant attacks, their \"reaction has to be according to humanitarian behaviour.\"\u003cbr/\u003e\"As with everywhere, everywhere, Lebanon, Israel, everywhere that has a responsibility to act, has to act in a proportionate manner,\" Solana said. \u003cbr/\u003eLebanese troops have been fighting Fatah Islam, a militant group which seems to be have been snpired by al-Qaida ties, entrenched in the Palestinian refugee camp of Nahr el-Bared in the country's north, since Sunday.  \u003cbr/\u003eScores of people, including more than two dozen Lebanese soldiers, have been killed.\u003cbr/\u003eThe intensity of the fighting has raised concerns about civilians casualties in the camp, home to over 31-thousand Palestinian refugees, as reports emerged of heavy destruction by army artillery fire.\u003cbr/\u003eOfficials said the bodies of at least 20 civilians have been retrieved from inside the camp on Wednesday as a fragile truce was being observed.  \u003cbr/\u003eBut it was unclear how long the truce would hold, and there were fears that allowing civilians out could be a prelude for a major showdown. \u003cbr/\u003eThe Lebanese government has said it is determined to uproot the militant Fatah Islam, and the army has said its troops were trying to target only militant positions.\u003cbr/\u003eFatah Islam, which took up residence in the camp late last year, and appears to take inspiration from Al Qaida, has vowed to fight a \"life or death battle.\"
