Bush not to support the accord which requires developed countries to cut greenhouse gas emissions provoked outcry at home and abroad.\u003cbr/\u003eNo industrial country has yet ratified the Kyoto treaty. \u003cbr/\u003eAn effort last November to come up with a plan for implementation collapsed after the United States and Germany disagreed over trading pollution credits.\u003cbr/\u003eAccording to Larsson, this issue was so critical that the world had no choice but go ahead with the Kyoto accord which was the only international agreement to cap greenhouse gas emissions.\u003cbr/\u003eThe United States is by far the world's largest polluter, creating a quarter of the greenhouse gases blamed for warmer global temperatures.\u003cbr/\u003eLarsson said that the Bush administration has moved toward accepting scientific findings linking industrial pollutants to global warming.\u003cbr/\u003eEuropean leaders have vowed to press forward with ratification, though there are doubts about
