Government negotiator, Domingo  Palerma, spoke to the rebel leader and face-to-face negotiations seem likely in the near  future.\u003cbr/\u003eBut the president said in an interview, that the style and terms of the negotiations have  not changed.\u003cbr/\u003eAt last talks resumed between the Peruvian government and the Tupac Amaru rebels,  Friday. \u003cbr/\u003eDomingo Palermo, the government negotiator spoke via radio to the rebel leader, Nestor  Cerpa, after a two-week impasse. \u003cbr/\u003eThe conversation lasted about four minutes resulting in plans to resume negotiations.\u003cbr/\u003eDomingo and Cerpa may begin talking in person this weekend.\u003cbr/\u003eBut the Peruvian president said there would be no change in the terms of negotiations  with the rebels.\u003cbr/\u003eHe insisted that all remaining hostages should be released together.\u003cbr/\u003eSOUNDBITE: (Spanish)\u003cbr/\u003e\"The position of the government is for total liberation of the hostages. We do not agree  with partial liberations with communiques in hand for the press. Otherwise we would have done it with other government officials.  Let's say officials who have a political worth or value would cease to have that worth.  But this is not the reason...Within the police organisation, we require commanders who  are actually active. These individuals have not been retired by the police command...It's  simply because they are held hostage that they cannot perform their duties. But the president was adamant  that no special negotiations would be made on his brother's behalf.\u003cbr/\u003eThe main concern, he said, was the security of the hostages and the nation.
