I also saw the government spending review and they are not sending us to other agencies: they are putting us in mobility and then we'll be fired,\" Lagamba said.\u003cbr/\u003eLagamba's colleague Maria Luisa Magnarelli also feared for her future.\u003cbr/\u003e\"I'm a permanent worker, but also for what it concerns the permanent workers they are not talking of protected mobility, so four-thousands jobs are at risk,\" she said.\u003cbr/\u003eThe government spending review measures announced last week by the Italian Premier and his cabinet plan a snip of 900 million (m) euros for this year, 1.8 billion (b) euros for 2013, and 2 billion (b) euros for 2014.\u003cbr/\u003eAccording to this plan many smaller hospitals will close down, and bigger hospitals will be reshaped with the implementation of a saving system to cut down expenses with a reduction in beds in emergency wards.\u003cbr/\u003eFulvio Tomaselli, a doctor at the Fatebenefratelli hospital, thinks that this will create an unbalanced system in which only rich people can get treatment.\u003cbr/\u003e\"We are going to have a private health sector, but this cannot guarantee the same services of the public health sector, because that would cause costs and we would end up like American: if you have the credit card you could cure and heal yourself, but if you don't the doctor will tell you have to die,\" he said.\u003cbr/\u003eBut not only health workers were fearing for their future. \u003cbr/\u003ePremier Mario Monti's Cabinet approved a decree law that includes a temporary hiring ban on civil servants and gradual reduction of high-level bureaucrats, cutbacks in hospitals and judicial offices and a 50 percent reduction in use of official cars.\u003cbr/\u003eThe massive spending cuts aim to save up to 26 billion (b) over the next three years.\u003cbr/\u003eThe health workers protest came a day after ratings agency Moody's Investors Service downgraded the credit ratings for 13 Italian banks three days after cutting the Italian government's bond rating.\u003cbr/\u003eThe government's lower rating means Moody's believes it is at greater risk of defaulting on its debts and \"indicates a similarly increased risk that the government might be unable to provide financial support to its banks in financial distress.\"\u003cbr/\u003eItalians were none too pleased about the downgrade. \u003cbr/\u003eOne woman said the banks were making people pay for their mistakes.\u003cbr/\u003e\"They weren't able to keep their records in order and now all us have to intervene, governments have to step in to save them  while they are menacing and blackmailing us because they have our money,\" she said.\u003cbr/\u003eEconomist Nicola Borri said the downgrade would deal another blow to Italy's ailing finances.\u003cbr/\u003e\"The problem is that this downgrade and especially the increasing spread means that the funding costs of our bank are going to be high and stiff for a while and we know that at least some of our banks are not in a healthy financial position so this is, I think, a big problem for our economy,\" she said.\u003cbr/\u003eMoody's says fragile market confidence and financial problems in Greece and Spain have increased the risks Italy faces.\u003cbr/\u003eMeanwhile, struggling Greek shipyard workers demonstrated outside the finance ministry on Tuesday as workers' representatives met with ministry officials demanding jobs. \u003cbr/\u003eWorkers from the Skaramangas shipyard have been working on rotation for several months. \u003cbr/\u003eThey are demanding measures to boost business that will help make the country's ailing shipyards competitive again.\u003cbr/\u003eBased in Skaramangas outside Athens, the shipyard builds and repairs commercial vessels and also fixes and builds ships and submarines for the Greek navy.\u003cbr/\u003eGreece has been relying on emergency loans for just over two years, but harsh austerity measures designed to meet fiscal targets have left the country stuck in recession for a fifth year.\u003cbr/\u003eThe head of a party in Greece's new coalition government on Tuesday said the country's recession made it almost impossible for it to achieve the 11.5 billion (b) euros (14.1 billion (b) US dollars) in cuts over the next two years demanded by its rescue creditors.\u003cbr/\u003eRome, Italy\u003cbr/\u003e1.
