Bush's threatened veto.\u003cbr/\u003eThe House of Representatives vote to send the measure to President George W. Bush was 247-176, short of the level needed to override a second veto in as many years on the issue.\u003cbr/\u003eThe vote marked the second time in recent weeks that Democratic leaders chose to confront Bush over an issue on which they command widespread public support, following a veto struggle over a proposed troop withdrawal timetable from Iraq.\u003cbr/\u003eHouse Speaker Nancy Pelosi appealed to Bush moments before the bill passed to to sheath his \"cruel veto pen,\" and sign legislation that she said could help save lives and find cures.\u003cbr/\u003ePresident Bush responded quickly with a written statement that accused majority Democrats of recycling an old measure that he vetoed a year ago.\u003cbr/\u003eThe bill drew the support of 210 House Democrats and 37 Republicans and despite the bipartisanship, the total was 35 votes fewer than needed to override a veto.\u003cbr/\u003eThe Senate cleared the bill several weeks ago by a margin that was one vote short of the two-thirds needed to overcome Bush's objections.\u003cbr/\u003eThere was no suspense about the outcome, although personal experience punctuated the hour-long debate to an unusual degree.\u003cbr/\u003eOpponents of the measure said they, too, support medical research, but insisted that the use of embryonic stem cells was the wrong approach on moral grounds - and possibly not even the most promising one scientifically.\u003cbr/\u003eRepublican Representative Chris Smith speaking on the House floor said, \"You're talking about spare embryos now but if it ever did work ... it would require the killing of millions of embryos.\" \u003cbr/\u003eSeveral opponents of the measure also cited a day-old report from scientists who said they had succeeded in turning ordinary skin cells from mice into an embryonic state.\u003cbr/\u003eSpeaking from his laboratory in Boston,  Assistant Professor of Medicine at Harvard Medical School, Konrad Hochedlinger, advised caution even though the initial results in reprogramming adult mice cells to revert to an embryonic state were very encouraging.\u003cbr/\u003e\"We don't yet know whether reprogramming, obtaining this reprogramming cells in humans will work,\" Hochedlinger told AP Television.\u003cbr/\u003e\"Until we resolve this issue it is critical to pursue all other alternative approaches to derive embryonic stem cells,\" he said.\u003cbr/\u003eProfessor Hochedlinger also cautioned against drawing the newly published findings into the political debate raging in Washington.\u003cbr/\u003eIn New York, Assistant Professor in Neurology and Pathology at Columbia University Asa Abeliovich described the findings as \"one of the most  exciting things that have come out of research in embryonic stem cells.\"\u003cbr/\u003eHe said the new findings were directly based on work with embryo-derived embryonic stem cells.\u003cbr/\u003e\"In the short run none of this would have been whatsoever possible without work with embryonic derived stem cells.  So this really underscores the importance of working with embryo-derived embryonic stem cells,\" said Professor Abeliovich.\u003cbr/\u003eAccording to the US National Institutes of Health website, scientists were first able to conduct research with embryonic stem cells in 1998.\u003cbr/\u003eThere were no federal funds for the work until Bush announced on August 9, 2001, that his administration would make it available for lines of cells that already were in existence.\u003cbr/\u003eHe also limited the funds to cell lines derived from embryos that were surplus at fertility clinics, and that had been donated from adults who had given informed consent.\u003cbr/\u003eAdvocates of the veto-threatened legislation argue that the number of stem cell lines available for research is smaller than needed, and that some of the material has become contaminated over time by mouse embryonic skin cells that typically are placed at the bottom of culture dishes used in the research.\u003cbr/\u003eThe bill would permit funding for research on embryonic stem cells regardless of the date of their creation, as long as they were donated from in-vitro fertilisation clinics, they would \"otherwise be discarded\" and donors approved.\u003cbr/\u003eIn a prelude to the stem cell vote in Congress, House Republicans engineered the defeat of legislation to ban human reproductive cloning. \u003cbr/\u003eThe 213-204 vote against the measure was well short of the two-thirds majority needed for passage.\u003cbr/\u003eCritics said it would facilitate the creation of cloned human embryos to
