Bush says his decision to slap tariffs on steel imports won't hurt Mexico, America's free-trade partner.\u003cbr/\u003eSpeaking on Wednesday to a gathering of Hispanic-American business leaders at the White House, Bush defended the decision on steel. \u003cbr/\u003eHe said the move honours trade guidelines with Mexico and Canada under the North American Free Trade Agreement (NAFTA).\u003cbr/\u003eCommerce across the US-Mexican border has tripled since NAFTA took affect in 1994.\u003cbr/\u003eUS and Mexican officials are also working to hammer out a new accord on travel between the two countries.\u003cbr/\u003eAmerican Homeland Security chief Tom Ridge was in Mexico City this week for meetings on a new border security accord, similar to one reached last December Alejandro Toledo said Monday he hopes the Bush visit on March 23rd will lead to a trade deal between the two countries.\u003cbr/\u003ePeru has lobbied for the US Congress to back an accord that gives imports from Peru and three other Andean nations preferential tariff treatment in America. \u003cbr/\u003ePresident Bush will also visit El Salvador where he'll meet the leaders of Central
