The Administrations action circumvented an international arms embargo that it was pledged to uphold. Also it enabled Iran to establish a substantial beach head in the Balkans.\"\u003cbr/\u003eSUPER CAPTION: Benjamin Gilman, Republican, Chairman of the House International Relations Committee \u003cbr/\u003e\"The Federation had changed the strategic equation in Bosnia. With the Croatian initiative one of the first results of that new alliance. If we had attempted to block that initiative and succeeded it would very likely would have doomed the Federation and exacerbated an already desperate military situation for the Bosnians.\"\u003cbr/\u003eSUPER CAPTION: Charles Redman, US Ambassador to Germany\u003cbr/\u003eThe U-S Ambassador to Croatia was called to testify but defended the action taken by the administration.\u003cbr/\u003eHe said stark choices had to be made at that time.\u003cbr/\u003e\"Therefore the unilateral lifting of the arms embargo would have forced us to choose between sending an American combat troop to save the enclaves and to rescue our Allies in the United Nations protection force.
