And when a state was in reach, they weren't a part of the process, encouraging the parties to move forward. And so, this is a... that's what I mean by comprehensive. accused Israel of hampering preparations for the U.S.-hosted conference and warned Secretary Rice that time is quickly running out for writing a joint peace document with
