Efforts are under way to cut back carbon dioxide emissions  from manufacturing industry and cars. The German government has a one-hundred point   action plan, as it tries to meet its pledge to make cuts of 25 to 30 per cent in CO2.  That's the main greenhouse gas, blamed for the climate changes  under scrutiny at the  Berlin conference.\u003cbr/\u003eBut German environmentalists say although it sounds good it isn't happening.\u003cbr/\u003eSOUNDBITE: (English then German)\u003cbr/\u003eThe most important measures are still blocked.
