key hurdle to the local market after an absence of more than three years owing to fears of mad cow disease. \u003cbr/\u003eThe National Veterinary Research and Quarantine Service made the announcement in a statement after inspecting the beef, which arrived on Monday. \u003cbr/\u003e\"The inspections were carried out in a thorough manner, with boxes being opened and meat de-frosted to check for bone fragments that could have been overlooked by the X-ray machines,\" Kang Mun-il, from the National Veterinary Research and Quarantine Service said.\u003cbr/\u003eSouth Korea banned U.S. beef after mad cow disease was discovered in the United States in December 2003.  \u003cbr/\u003eIt agreed last year to resume imports of U.S. beef, but only of boneless meat from cattle younger than 30 months old because of concerns that the brain-wasting disease is more likely to be present in bones and in older animals. \u003cbr/\u003eBut the discovery of the bone fragments late last year in three separate U.S. shipments kept the beef away from markets and restaurants. \u003cbr/\u003eThe last shipment arrived on Dec. 1 and was rejected both for bone fragments as well as having trace amounts of dioxin in excess of levels allowed in South Korea.\u003cbr/\u003eThe disease, formally known as bovine spongiform encephalopathy, is believed to spread when farmers feed cattle recycled meat and bones from infected animals. \u003cbr/\u003eIt is linked to the rare but fatal variant Creutzfeldt-Jakob disease found in humans.  \u003cbr/\u003eSouth Korean beef farmers and activist groups have strongly opposed any moves to allow U.S. beef back into the country, calling it unsafe to consume. \u003cbr/\u003eWashington, calling those fears unfounded, has pushed hard for the resumption of imports. \u003cbr/\u003eNegotiations last month between the U.S. and South Korea ended with Seoul saying it would continue to ban U.S. beef containing bones or bone fragments, but agreeing to reject only individual boxes containing problem beef, rather than the entire shipment as before. \u003cbr/\u003eThe beef issue has drawn intense interest from members of the U.S. Congress representing beef-producing states.\u003cbr/\u003eThey have threatened to scuttle a free trade agreement reached earlier this month between the two countries unless the U.S. regains full access to the South Korean
