Here I have to repeat my thanks your Excellency and to the  European Union for this step, including the special visit of Mr Spring to our area and his  efforts to push forward the peace process but we are in need of more visits and we are  waiting for it.\u003cbr/\u003eSUPER CAPTION: Yasser Arafat, Palestinian leader\u003cbr/\u003eHe also argued that the Oslo Agreement could not be renegotiated by the Israelis and  the Palestinians, bilaterally -- as it is an international agreement.\u003cbr/\u003eFirst of all, as I had mentioned, it is not a bilateral agreement, it is an international  agreement. And I would like to remind you that the Knesset had accepted it, so all the  Israeli government are committed to this agreement. Our Legislative Council and our  (inaudible) accepted it so we are committed to it. And definite, no one, it is not my  authority to change this international agreement.\u003cbr/\u003eSUPER CAPTION: Yasser Arafat, Palestinian leader\u003cbr/\u003eBruton said that the E-U could use its economic influence in the peace process --  referring to its position as both the prime source of financial support for the fledgling  Palestinian administration and a valued trading partner of Israel.\u003cbr/\u003eI think it's very important that the economic weight that Europe carries in the Middle  East is used to push forward the peace process in the Middle East. That economic  weight does give us political influence but it's not a case of using political influence just  to demonstrate that we have it, the purpose is to use the political influence in a  constructive way to bring the parties together. We're particularly concerned at the effect  of the closures policy on the economic plight of Palestinians at the present time.\u003cbr/\u003eSUPER CAPTION: John Bruton, Irish Prime Minister\u003cbr/\u003eSince the Palestinians took their first steps to self-government last year, the E-U has  already given or committed some 350 (m) million European currency units (300 (m)  million US dollars) to the Palestinians.\u003cbr/\u003eThe E-U has also agreed to provide an extra 22 (m) million U-S dollars in aid to cover  the running costs of Arafat's administration.\u003cbr/\u003eDick Spring will go to the Middle East within the next 10 days as head of an E-U  \"troika\" with Italian Foreign Minister Lamberto Dini and Dutch Foreign Minister Hans van  Mierlo. \u003cbr/\u003eThere is however contention about the E-U foreign ministers visiting Orient House, the  Palestinian headquarters in Jerusalem.
