Daley reported Thursday. \u003cbr/\u003eScientists continue to explain what El Ni単o and La Ni単a are all about, and current conditions are expected to prevail for as long as three more months.\u003cbr/\u003eSome forecasters are predicting that conditions could then switch to the opposite phase, called La Nina.\u003cbr/\u003eEl Nino is a periodic change in a Pacific Ocean current which changes weather patterns worldwide. \u003cbr/\u003eThis time it has had a big impact in California.\u003cbr/\u003eSOUNDBITE:(English) \u003cbr/\u003e\"What we are showing here is how the rainfall level has changed from normal throughout the world, so it is as if we had rain buckets around the world and we're showing how much excess rainfall, which is the green colors, and for example in the eastern tropical pacific that excess, that surplus of rainfall is six to nine feet more than normal during 1997. And in areas such as over Indonesia, as if we took away five to six feet more rainfall than normal and that is the areas where we had intense fires and forest fires over the past year.\" \u003cbr/\u003eSUPER CAPTION: Antonio Busalacchi, Research Oceanographer, Goddard Space Flight Center\u003cbr/\u003eThe El Nino of 1982-83 caused an estimated 2-point-5 (b) billion U-S dollars in damage in the United States causing property values to rise sharply since then.\u003cbr/\u003eThe current event is easily as catastrophic as that earlier one.\u003cbr/\u003eThe National Oceanic and Atmospheric Administration, for the first time ever accurately forecast the present El Nino.\u003cbr/\u003eThat forecast, issued last year, gave people time to prepare for the worst.\u003cbr/\u003eThe temperature forecast predicted warmer levels for the Pacific Coast and Northern area of states east to the Great Lakes.\u003cbr/\u003eOn the other hand it was expected to be colder than usual in Texas, the Gulf Coast and Atlantic Coast states north to North Carolina.\u003cbr/\u003eThe unusually warm water in the eastern Pacific Ocean that characterizes El Nino causes warm, moist air to rise, changing the patterns of the jet stream upper air winds. \u003cbr/\u003eSince those winds direct weather around the world, any changes produce unusual storms, droughts and phenomenon.\u003cbr/\u003eSOUNDBITE:(English) \u003cbr/\u003e\"For the most part, La Ni単a is almost the opposite effect of El Ni単o, when the water temperature is cold in the eastern tropical pacific, it also has the opportunity to change world patterns and we can expect dryer conditions to enter into the southeastern United States, dryer conditions over California and also a colder winter over the northern tear of the United States.\"\u003cbr/\u003eSUPER CAPTION: Antonio Busalacchi, Research Oceanographer, Goddard Space Flight Centre\u003cbr/\u003eEl Nino is not bad for everyone.\u003cbr/\u003eFor example, in El Nino years there tend to be fewer than normal hurricanes in the Atlantic Ocean and it can produce milder than normal winters in much of the U-S. \u003cbr/\u003eThis winter, for example, has been the third warmest on record, potentially saving as much as 10 percent on heating bills for many Americans according to official figures.\u003cbr/\u003eGoddard Space Flight Centre, Maryland, USA February 12th, 1998 and animation\u003cbr/\u003e1.
