As I've said previously there is complete agreement among the Nato countries about their commitment to defend Turkey and on the substance of the planning measures that were on the table. That remains the case. The Washington treaty imposes responsibilities on all NATO members and these responsibilities will be met. Where there has been a disagreement is over when to formally task this military planning. Not whether to plan but when to plan, that's the only difference that exists. The council this afternoon examined the arguments in great detail. We did not reach a final conclusion but we've put a set of decisions under a silence procedure for decision early next week. Does that mean there is a continuing disagreement within NATO on the timing issue? Yes it does, but I'm confident that we will reach a decision next week. To conclude I want to emphasise that there is no linkage between the timing of NATO's decision and the debate about Iraq at the United Nations. We are not reacting to that debate, we are reacting to a request that we should begin planning to deal with the threat to Turkey's territory and people. from some NATO countries who felt it was premature.\u003cbr/\u003eAfter a meeting of ambassadors from the 19 countries, NATO Secretary-General Lord Robertson said they had agreed on a \"silence procedure\" that would mean military planning would begin automatically unless any of its member raised objections by Monday.\u003cbr/\u003eHe declined to give details of the measures that could be put into place, but described them as \"prudent, deterrent and defensive.\"\u003cbr/\u003eDiplomats said they included the deployment of AWAC surveillance planes, Patriot anti-missile systems, in-air refueling planes and NATO's anti-chemical, biological and nuclear weapons center.\u003cbr/\u003eFrance, Germany and Belgium had held up the start of military planning for almost three weeks, arguing that it would send the wrong signal while UN efforts to avert a war continue.\u003cbr/\u003eAlthough details of the proposal remain sketchy, diplomats said some of the plans originally put forward by Washington had been removed, notably preparations for the NATO alliance to play a peacekeeping role in a postwar Iraq.\u003cbr/\u003eRobertson said the timing of the discussion was in no way a reaction to  US Secretary of State Colin Powell's indictment of Iraq's arms programs at the United Nations on Wednesday.            \u003cbr/\u003eGerman and French diplomats in Brussels had no
